It's not practical to merge with the south if we want to retain our small town way of life," he said. "Keeping Scugog the way it is is worth fighting for, and I'm sure most will agree." He accused Mrs. Drew of being a free-spending trustee in the past, and questioned her ability to show restraint at the council level. Mrs. Drew replied that the board had been required by law to avoid deficits, and had stuck by its budgets. And he targeted Mrs. Kelly, asking her if paper sludge was found to be detrimental to environ- ment, if she would take action. Mrs. Kelly replied that she expected such a ques- tion from Mr. Kemp, and that she would learn as much as she can about the issue before making any decisions.
