Const. Phil Edgar, 26, was presented with the award Saturday night in Oshawa dur- ing a ceremony at the Jubilee Pavilion. A Scugog Island resident for nearly 25 years, Const. Edgar joined the Durham force in 1994 and currently works out of the Whitby detachment as a general patrol officer. He spent two years working at 26 Division in Uxbridge, and more than three years in Pickering. Under the tutelage of Sgt. Randy Wiles, the young Constable was introduced to police efforts to combat auto theft. And he has racked up some impressive results in recovering stolen vehicles. "If it wasn't for (Sgt. Wiles) taking the time to show me, this (award) probably wouldn't have happened," said Const. Edgar. "He's the expert. He's the boss when it comes to stolen cars." Since March of 1999, Const. Edgar has recovered approxi- mately 160 cars in Durham Region. Their value is an esti- mated $4 million. Since January of this year alone, he's recov- ered 77 stolen vehicles. "It's basically through driving around and stopping people, checking to make sure every- thing matches," he said. Thieves routinely steal mar- ketable vehicles, install new vehicle identification numbers, and resell them, said Const. Edgar. He was nominated for the Officer of the Year Award by his colleagues. It's presented each year in conjunction with the Lions Club. The Scugog Island native says it was quite a surprise. "I really had no idea. I cer- tainly didn't expect to win it," said Const. Edgar. "It was kind of shocking, but it's nice to be recognized. "But, you know, I haven't really thought of it much because basically it's an award for doing my job, for doing what | get paid to do." NOTICE OF PUBLIC INFORMATION CENTRE HIGHWAY 7A RECONSTRUCTION - EAST OF WATER STREET TO REGIONAL ROAD 57 G.W.P. 435-98-00 THE STUDY The Ministry of Transportation has retained Marshall Macklin Monaghan Limited to undertake detail design for the construction of climbing lanes in the vicinity of Island Road. This work will also include the re-construction of Highway 7A from 0.4 km east of Water Street to Regional Road 57. This project generally involves construction of one eastbound and one westbound truck climbing lane in the vicinity of Island Road. It also includes the rehabilitation of the existing pavement from east of Water Street to Regional Road 57 and various related improvements including: geometric improvements and installation of new traffic signals at the intersection of Highway 7A with Island Road and at the intersec- tion of Old Simcoe Road with Highway 7A. The project also includes roadside safety upgrades, drainage improvements, and minor illumination improvements and/or upgrades. THE PROCESS The study is following the Class Environmental Assessment for Provincial Transportation Facilities (1999) approved under the Provincial Environmental Assessment Act. Prior to construction of the proposed improvements, a Transportation Environmental Study Report (TESR) will be prepared for the applicable improvements and made available for public review and com- ment. A public notice will be published at that time. There is an opportunity at any time during the Class Environmental Assessment process for public input. If you feel, after consulting with MTO staff, that serious environmental concerns remain unresolved, it is your right to request that the project be subject to an Individual Environmental Assessment. The decision to subject the project to such an assessment rests with the Minister of the Environment.
