"We still have invoices coming in so we don't have any final numbers yet. My time frame for getting this whole thing done was the end of September but we're still getting bills," said Mr. Crosby late last week. "I think that we're going to be marginally over bud- get." When a proposal was put forward more than two years ago to have Durham Region and it® municipali- ties host the 2000 Summer Games, it was given a bud- get of approximately $980,000. Of that amount, more than $400,000 was funded by the provincial government; a total of $100,000 was forwarded to the Games committee by each municipality; $180,000 was raised through ath- letes' fees; and more than $300,000 in cash and ser- vices-in-kind were collect- ed through donations. But, as a result of some unfortunate luck and ques- tionable planning, some unexpected costs arose. "Our budget was pro- jected from previous games," said Mr. Crosby. "We had eight municipali- ties to consider and a rather large geographical area... there were some sig- nificant expenses that we didn't anticipate." Among those included $150,000 that was shelled out to purchase cots and bedding for the athletes. Organizers thought they had struck a deal with the federal government to have those materials sup- plied by the Department of National Defense; there was a misunderstanding between the two sides and the items were not deliv- ered. Another cost not accounted for was the rental of refrigerated trucks used to transport meals around the region for the athletes. "There were just some things that we didn't count on," Mr. Crosby said, noting that the many positives that came out of the Games far outweigh the small problems encountered by organizers. "There was great eco- nomic benefits for the region and its municipali- ties. There were certainly huge crowds at the venues and they all spent money in the towns and cities they visited. They needed places to stay and eat. There were a lot of posi- tives out of this. It was a great opportunity to show- case the region." However, when it comes to finding the cash to cover the outstanding bills, it could be Durham's taxpay- ers that are on the hook. Locally, Scugog council- lors offered up $5,000 to the organizers initially, and promised a further $5,000 if called upon for it. "There were some high- er costs than we anticipat- ed, we had some little things come up," said Brenda Robinson, Scugog's representative on the Games committee. At this point, though, it doesn't look like that may be needed. As for Durham Region hosting the Games again in the future using the same format, Mr. Crosby says he wouldn't support that idea. "It wouldn't be my rec- ommendation. Going (regional, with eight munic- ipalities) was just too big. Durham District School Board superintendent of programs Bev Freedman presented a report to trustees last Monday outlining the new staffing for kids in Kindergarten and Grades | to 3 who need extra help in reading and writing skills. The hiring of resource teachers began in | uly, and was completed during the second week of September. Twenty-nine resource teachers have been sent to schools in Pickering, Ajax, Whitby and Oshawa. One early literacy resource teacher will be assigned to Brock, Scugog and Uxbridge schools. The early literacy teachers will provide instruction, assessment and leadership in primary literacy pro- grams. Students who are struggling with literacy issues will receive additional support.
