The issue surfaced at last Monday's 'meeting of council, when a letter was circulated describing the circumstances that led to the student being issued the ticket for parking in a bus loading zone on a Tuesday morning earlier this month. The student, according to the letter from PPHS music department chief Charles White, volun- teered to provide a van to transport band members and equipment to Prince Albert School where they were to give a concert. Mr. White says in his letter to council that they had little choice that day but to load equipment at that door, and the area was not being used by buses at that time of the morning. He also notes that "in times of budget cuts, we can't afford to pay the township $30 every time we need to travel by car to have our students per- form for the community. Budget cuts have forced us to use more car trans- portation and less bus transportation." Councillors were sym- pathetic to the plight of the student with the $30 ticket, and at one point seemed ready to dig into their own pockets for money to pay the fine. Mayor Doug Moffatt noted the high esteem the community has for the high school's music pro- grams. "How many times have we been at a function where the band was play- ing? And how proud we were of the band," said the mayor, to murmurs of agreement from fellow councillors. CEO Earl Cuddie noted that the municipal- ity has the authority to pay parking fines. Mr. White says in his letter he harbours no ill will towards the bylaw officer for writing the ticket: "This is what he is required to do." "Now that we have the new legislation, and that the 1998 bills have been paid, we can deter- mine if anyone who saw a large increase will be getting a refund, and if those who had a tax decrease will need to pay some more." According to Mrs. McCann's early projec- tions, more business people here can expect refunds than increases. "We'll be giving more refunds back," she said, "but they'll be funded through the region. Over all, there should be balance throughout the region for those receiving refunds and those paying more." The township will be issuing its final 1999 tax bills for commercial, industrial, and multi- residential property classes affected by the new Fair Market Value legislation within the next couple of weeks. They are expected to be in the mail next week and due by mid- December, said Mrs. McCann. The delay has been trying for town- ship staffers, and the merchants whose tax bills have been up in the air. "We have waited many, many, many months for the new leg- islation and software program so we could fig- ure out the exact amounts for taxes," said Mrs. McCann. "The township has had cash flow problems because the bills were late and we didn't have the money, and it will be a problem for business- es too, having to pay taxes in December." As for what to expect next year, Mrs. McCann simply says she doesn't know. "Before I could haz- ard a guess, but that's not possible anymore. The residential and commercial bills should be on time next year -- but that's should." Meeting focuses on minorities On Wednesday, Nov. 24 from 6 to 9 p.m. there will be an information session for people inter- ested in becoming a member of The Racial Minorities Reference Group For Durham Region. The volunteer group will focus on gath- ering information about the training issues that face racial minorities in the region.
