Despite the mandatory staffing, several people recalled difficulty in finding help. Boater Gary McAleer said the staff is usually inside playing video games, while other boaters stated they sometimes get a rude response when they ask for help, with the staff saying it's not their job. Mr. Villeneuvre admitted there are times when the staff needs to be re-trained in their job duties, but told the audience that sometimes they don't see all the jobs that the staff is doing. "In a low-traffic lock situation it's a judgment call. There's a person present if there are problems, but occasionally they'll leave a single person to do the locks. The second won't feel compelled to lend assistance for the first person if they're cutting the grass." Vince Signorello lauded the improving treatment of the boaters, saying "I never thought of myself as a cus- tomer. I always thought that I was there, and they'll have to look after me 'cause I'm there." Mr. Signorello's comment led to other complements about the water services, including the Bobcaygeon locks, with staff that were described as excellent. Although no other meetings are planned in the future, Mr. Villenenuvre welcomed more comments and complaints. "If you don't want to complain to the locks staff, you can sent the complaints to Wayne, Fred or myself," said the superintendent. "We're here to serve, in what we like to think is a non-confrontational way," he said. "It's no good to have hassles with the staff, it's just a matter of finding the right mix. We don't want the staff to bear the brunt of our policies, a lot of judgment things the staff can make and don't make the right way.
