Municipal 'autonomy was also at: issue, he said: "I think some mis- guided thought that if they got individuals . rid of the authority, they could get rid of building controls in flood plains." But rovincial requirements for protec- tion of floodplains -- and the costly studies involved in building on or near them -- would remain in place even if dissolution of the authority was recom- mended, said Councillor Gadsden. And without the authority, it would fall upon the municipali- ties to have those stud- ies completed. "The restrictions wouldn't go away; there would just be a more expensive way. of imple- menting them," he said. Now that the authori- ty's operations have been confirmed by mem- ber municipalities, work on the 1999 budget begins in earnest. Councillor Gadsden anticipates a budget increase in the neigh- bourhood of 3 per cent. It would represent the first hike for municipali- ties since 1994. Authority officials want to boost staff work- ing time, to accommo- date an increase in demand for their ser- vices because of height- ened planning activity. Technical staff was cut back to a four-day work week to allow for deep . provincial cuts a couple of years ago; the author- ity wants those people back on a five-day week. And there are plans to hire a fisheries biolo- gist to handle workload brought about by provin- cial downloading of responsibilities, said councillor Gadsden. That person's primary duty would be to study and report on the poten- tial impact of develop- ment on the Kawartha fishery. Audition call Auditions, for a Murder . Durham Regional Police report that an offi- cer was on patrol duties near Casimir St. on Feb. 11 when he noticed two males drive by in a 1988 Ford CTL and followed. The officer saw the pair make a sudden turn and speed off, and followed. While in pur- suit, the officer noticed the driver ignore a stop sign, and at that point activated his emer- gency lights and siren. The Ford then sped up and went through another stop sign, police say. The chase continued through the town, with the car eventually running two more stop signs and cutting off a number of vehicles, say police. The driver then pulled into a Shanley St. driveway, where the pursuit ended.
