Their deep concern seems to be rather recent. Ontario previously agreed to Ottawa's proposed package for victims, which limited compensation to those who contracted the disease from tainted blood after 1986. There was no recorded protest to the deal prior to the public outcry over the legislation. Yes, the Liberal party forced members to vote in favor of a bill which for many repre- sented an abandonment of unfortunate and innocent victims. Yes, the settlement is mean, cheap and insulting. And yes, it was unseemly of the Prime Minister to make the issue a vote of confidence -- a move usually reserved for fiscal matters -- thus forcing vote of support on a matter of moral judge- ment.
