Mr. Bennett said there are 1.99 persons per unit living in the homes Canterbury has already sold in Phase One. In allo- cating sewage treatment capacity, the region used the figure of 3.5 people per home, which is the average in most new resi- dential developments. But the average is much lower in Canterbury, he said, because the develop- ment is for retired people, not couples with young families. Mr. Bennett said Canterbury has sold 91 homes in the last 15 months and expects to sell another 185 by the end of 1998. He said the company wants to start developing the 56 additional lots in Phase Three as soon as possible. Mr. Bennett sought council endorsement in his efforts to convince regional officials to allow the 56 new houses to hook into the treatment system, based on the revised fig- ures. He said a survey of 15 similar developments geared to retirement living found an average of 1.75 persons per unit. Council gave its endorsement, noting that nothing has changed since the entire Canterbury development (all three phases) got the green light a couple of years ago, held back only by the availabil- ity of sewer capacity. If Durham officials do not agree with Bennett's revised numbers, Phase Three at Canterbury may have to wait until Port Perry gets an expanded sewage treatment facility, estimated at $8.5 million. Or should the work of the commission be han- 'dled by the municipal council? Scugog Regional rep Marilyn Pearce has asked municipal staff to - come up with a report on that very issue. Mrs. Pearce's call came Monday afternoon after council received a request from the Hydro Commission for a pay hike for commission members. They currently get $75 per meeting, about $840 er year (the chair gets $85) and the request was for a $10 per meeting increase retroactive to January 1 of this year. Hydro commissioners in other Durham munici- palities receive more than those in Scugog. The Commission in Scugog is. appointed by the township council by tradition. : "We could have (Hydr manager) Terry Adderley report at the end of this (council) table," said Councillor Pearce. Mayor Howard Hall is a member of the Commission and said he voted against the pay increase this summer. Councillor Ken Gadsden said in this day and age of downsizing and cutbacks nobody should be asking for retroactive pay hikes.
