McClelland Port Perry Star Colin Kemp will be running for the Scugog seat on Durham Region council in the municipal elections this November. And if elected, he hopes he can work himself out of the job before the three- year term expires. Mr. Kemp says bluntly that Durham Region "has become redundant as far as Scugog Township is concerned." He says he'll devote his time to taking Scugog out of the regional system of gov- ernment. "We (Scugog Township) can do far bet- ter with the taxes we collect and send to the region. We can spend the money to get more benefits," he said in an inter- view with the Star after filing nomina- tion papers Friday afternoon. "It's time we start to look after ourselves." About 20 per cent of the tax dollars collected from Scugog ratepayers are turned over to Durham each year. In return the township gets policing, land _use planning, garbage disposal, water and sewer services, and social services including welfare and three homes for the aged. Mr. Kemp, well known for his strong views and penchant for speaking his mind no matter whose toes he may be stepping on, has been a critic of the region for several years. \ \ Mr. Kemp said Soli-ieimp how the township can opt out of the regional scheme. And he acknowledges that the provincial gov- ernment may beat him to it with the cre- ation of the Greater Toronto Services Board this spring. "I don't doubt that it is doomed, any- he's not sure just' way," he said, adding he simply wants to speed up the process as far as Scugog Township is concerned. If the regional system dies, Mr. Kemp said, Scugog would have to form some kind of a municipal alliance with neigh- boring Townships such as Uxbridge, Brock or Manvers. As for local issues, Mr. Kemp strong- ly believes that recreation facilities -- like arenas, baseball diamonds and halls owned by the township -- should be oper- ated on a user pay basis. In other words, he believes they should not get opérating grants from the taxpayers. He called the new community hall at Scugog Centre a "white elephant." If it can't make a profit or at least operate on a break-even basis, "it should be sold" to the private sector, he contends. But he said this user pay basis should not apply to the Scugog Library, because access to information and knowledge should be available to all without cost. Mr. Kemp believes that if Scugog can get out of the regional system, the town- ship should continue to operate the two waste transfer stations at Port Perry and Blackstock. But he is opposed to town- ship-wide trash pick-up, unless, people specifically indicate they want this ser- vice. Mr. Kemp is a resident of Nestleton who has lived in Scugog for the past 15 years. He is a self-employed business consultant. This will be his second attempt at election to regional council. He was a member of the Taxpayers Coalition in Scugog and worked actively with the citizens committee opposed to several sites in Scugog as a potential location for a Regional garbage dump. With incumbent regional councillor Marilyn Pearce having already announced she will not seek re-election in November, Kemp is the first declared candidate for the seat that pays about $24,000 a year over and above the Salary for a Scugog councillor.
