They said there is already a serious water problem for hamlet home owners. Township administrator Earl Cuddie pointed out that a hvdrology study to determine water capabilities would be a condition of any rezoning if township council demands it. And Ward 1 Councillor Doug Moffatt noted that the new Scugog official plan, expected to become law by this fall, states that development in hamlets must reflect and retain the his- toric characteristics of the com- munities. The style of building and large neon sigus that are often part of fast food chain outlets would not fall within that defi- nition, Councillor Moffatt sug- gested. Mr. Tzountzouris said he is "willing to co-operate with any reasonable request (residents) may have." A second public meeting on this matter will have to be held, as it was learned that several home owners in Manchester did not receive notification of the rezoning application and public meeting. Auction sales barn Another public meeting last Monday heard concerns about a rezoning application to allow an auction sales barn on the north side of Durham Rd. 21, just west of Utica. Residents in the immediate area said they are wary of increased traffic that would be generated on an already busy highway if the rezoning is approved for Bacon Auction Sales. Lawyer Michael Fowler, act- ing for Neil and Cathy Bacon, told the meeting his clients own 78 acres and have their resi- dence on the property. They want to rezone five acres for their auction business, which would include a 4,000 square foot sales barn and park- ing for 150 cars. The property in question used to be a landscape-garden- ing business. The Bacons have operated an auction business for the past few years from leased premises at the corner of Highways 12 and 47, but the owner of that land may want the property for redevelopment, Mr. Fowler said. He said the Bacons antici- pate an average of one public auction sale per week at the property on Regional Rd. 21, if the rezoning is approved by covncil. Mr. Fowler said that because the Bacons live in a home on the property, they would pay strict attention to such matters as dust control. In response to a concern raised by a neighbor, he said outside microphones would not be used during auction sales. Another resident said auc- tions should be limited to no more than two per week, and a maximum of 70 in a year. Regional Councillor Marilyn Pearce said that if the rezoning is approved, there must be guar- antees that the public will not park vehicles on the regional road while attending an auction. A decision one way or another by Scugog council is expected in the near future.
