\ 1 "A Family Tradition for 131 Years" PORT PERRY STAR - Tuesday, June 3, 1997-9 Scugog has no-spray policy By John B. McClelland Port Perry Star Don't expect dandelions in Poplar Park to disappear overnight, even if residents living nearby complain bitter- ly that the weeds are spreading to their properties. Parks and recreation committee chair Karen Puckrin said Monday morn- ing Scugog Township is committed to a pesticide free" policy for controlling weed growth on all municipal property, including Poplar Park in Port Perry. In fact, said Councillor Puckrin, Poplar Park has been designated for a pilot project as a natural park, where no chemical sprays are used. Work to control the weeds the natural way without chemicals will start later this month, too late to control the dan- delion growth for this year. "People are going to have to be patient," said Councillor Puckrin. "It is going to take a few years to bring Poplar Park up to standards." The issue came up at the parks meet- Township won't spray park despite neighbors' request ing when Ward 2 Councillor Ken Carruthers said he has "been bombard- ed" with phone calls this spring from Irate property owners near Poplar Park, complaining about the dandelions there. "They are complaining that they spend a lot of money to keep their lawns weed free, and they want Poplar Park sprayed," he said. Councillor Puckrin said Poplar Park was sprayed last year, "very reluctantly," but she stressed that the Township is now committed to controlling weed growth on all municipal lands without chemicals. She agreed that Poplar Park seems to have more than its share ofweed growth, including dandelions, but the "pesticide free" policy won't be altered. Carruthers said people in Victorian Village either don't understand the township policy on weed control or are not aware of it, despite the fact there has been ample publicity in the local media. Highland Beach resi- dent Dean Kelly has com- plained bitterly recently that a chain link fence between private proper- ties and the new golf course at Canterbury Common won't keep out people, and certainly won't stop errant golf balls from winding up in his back yard. He wants a six foot wooden fence installed by the developer, rather than the chain link model which went up a couple of weeks ago. Scugog Township says the development agree- ment with the Canterbury Common developers calls for the chain link fence, and there is nothing the municipality can do it about now, since that agreement was signed long ago. According to township administrator Earl Cuddie, the developers will "resist any discussions that would re-open the subdivision agreement." But Ward 2 Councillor Ken Carruthers wants township staff to continue to attempt to arbitrate the dispute between Kelly and the developers. He said it would be in the best interest of the developers to put up a pro- tective fence for their own protection. "Most golf courses (that abut private yards) have 15' high security fences. I'm very surprised the developer is not interested in doing something about that fence," Councillor Carruthers said at a Monday morning meeting of the parks and recreation committee. He said that if some- body sitting in a back yard on Highland Beach gets hit with an errant golf ball, the developer could face serious liability charges. -He recommended that Mr. Cuddie continue to try to come up with an agreement with the devel- oper to put up a fence that Q Jo, 29th Anniversary Saturday, June 7th from 7:30am to 9:30am * 10 miles to Port Perry Waterfront * 14 & under class - 5 miles to Port Perry Yacht Club for more information call (905) 985-3589 or (905) 985-7014 Town or Scott will stop golf balls. There is a public walk- 'way between the golf course and the Highland Beach properties. The walkway has a fence on either side--one four feet high and the other six feet high. Mr. Kelly says the chain link fence is a serious flaw that won't protect the property owners or the public using the walkway.
