A temporary agreement made between the two sides on Jan. 12 of this year saw the clawback reduced to 2.9 per cent from 10 per cent. However, while the $214 million deal killed clawbacks, giving the physicians most of what they were demanding, the agreement was not a total victory as the province did not budge on its billing cap stance. "That could create prob- lems, especially in a small town where there aren't enough physicians," said Dr. Allin. Doctors here have argued that their duties require them to perform more work than is allowed under current salary caps. "I'm generally not in favor of capping but it appears we'll have to live with it for a while," said Dr. Allin, explaining that Ontario doctors have been capped in one form or another for the past six to eight years. The dispute between the two sides came to a head late last year when some doctors refused to perform elective surgery, stopped accepting new patients, and, in some cases, closed their office doors for one day last December. Dr. Allin, however, says that all that's behind them now, and that everything is back i in place. "Everyone is back to normal now. Port Perry is not as militant as some city physicians. "That may solve prob- lems in the city but not here. Our patients, family and friends don' t like that sort of action." According to Mr. Moore, farmers should have had all of their crops planted by May 20, something he says few have accomplished. "They should have their entire crops planted and ready to go but most are sitting with only one-third, maybe even half, of their seeds in," he said, adding that these numbers may be a bit askew because a large number of farmers are starting to grow soy beans, a crop that allows for later planting. He said that while farmers are in danger of losing some of their yield due to inclement temperatures, they should be okay if protected by crop insurance. With the days flying by and the weather still cool, the crop specialist says that things could get a bit tense. "Last year was similar and [ hope we get warmer weather like last year, too. Farmers could plant in June, although it's very risky past the 10th, and hope for a quick and long warm spell."
