After workshops addressing residential and commercial and industrial issues over the past months, Thursday's discussion was held to determine how res- idents felt about rural bound- aries, land assessments and environmental issues. Just under 20 people showed up to voice their opinions on how the township should look in the future. Throughout the two-hour meeting it was stressed that Scugog property owners, particularly farmers, are not pleased with some prac- tices -- particularly farm sever- ances -- and the way some rural land is used. They told planning consul- tant Jim Dyment that they want to keep the rural nature of the - township intact, and insisted that homes should be built where they will cause the least amount of environmental harm. Preserve ag land "We want to maintain the natural look of the land, keep the natural features," said Doug Wilson, an Epsom area farmer. Mr. Wilson added that land in the township ought to be used appropriately. Building ought to take place on lands that are of little agricultural value, he said. "We have to use common sense. We are using some of our best land for clusters. We must balance things because there are plenty of lands with no agricultural impact. These would be cheaper lots to sell for development," said the Epsom farmer. It was also pointed out that open spaces between clusters of homes ought to be filled for con- tinuity. "We should fill in some of those clusters," said David Frew of Blackstock. "There's already hydro lines out there and school buses go by there, so why not put some more houses there?" Measures also ought to be taken to ensure some of the area's rural aspect are pre- served and protected under the new official plan, said the plan- ner. "We think maybe that people who designate some of their land as a natural beauty should be compensated," said Mr. Dyment, explaining that com- pensation could come in the form of a lower mill rate. Common sense stressed "It would kind of be an incen- tive for people to dedicate their lands," he said. "Also, people must use a little common sense when they choose their homes; no building on marshes and in flooded areas." While the law dictates that Scugog Township may draw up its own official plan,it also says that the township must conform to the region's plan. This, how- ever, was not totally agreed upon by some in attendance. "The urban area is saying what must go on in a rural area. They don't even know what we want up here. We need to work for Scugog, not the region; screw the region," said Colin Beal of Nestleton. A fourth workshop will be held on April 15 at the Council Chambers starting at 6:30 p.m. to discuss the recreation master plan. The township plans on expanding from its current pop- ulation of 19,000 (6,500 urban and 12,500 rural) to approxi- mately 24,500 (11,250 urban and 13,250) over the next two decades. "Kim Mitchell is from the Oshawa area and since he enjoys coming to the area, we expect the tickets to be sold quickly," he said. The $20 tickets will be going on sale soon. The event will be licensed to serve alcohol. While an opening band has not been finalized yet, plans for the 25th Festival Days event are moving along quickly. Other activities scheduled for the July 10-13 festival include horseshoe tossing at Chamber Office grounds throughout the weekend, while classic cars and motorcycles will be making their way throughout the town for viewing on Saturday (July 12). A midway will be set up in the CIBC parking lot on Water St., and Mr. MacLeod said there may be a petting zoo set up on Queen St. or Water St. Music from the '50's and '60's will be playing at the Chamber office, and alcoholic beverages will be sold at the Latcham Centre and outdoor beer garden, as there will be no beer tent this year. Vendors will be permitted to set up booths on the streets again this year, and Scugog businesses will have first crack at booking them before it is opened to other businesses after April 30. "We want to get involvement from the local busi- nesses this year. Local restaurants and pubs are encouraged to get active in this," said Mr. MacLeod, adding that there were 50 vendors last year.
