This Council is opposed to the massive tax increases which will flow from the Report to Rural Municipalities, as well as the loss of representation from those. It is our view that we can resolve problems in our governance within the existing Regional and Municipal structures. PLEASE RETURN NO LATER THAN NOON, MARCH 29, 1996 Earth's cover still thinning hazard, speaker says By Janet Banting Last Wednesday (March 7) Dr. Wayne Evans, an Environmental Science professor from Trent University and the first scientist to measure ozone depletion in the northern hemisphere, was the featured speaker for the fifth talk in the Scugog Green Team talk series. Dr. Evans explained how the ozone layer acts to protect all life on earth from receiving excessive amounts of ultraviolet ra- diation, and how chemi- cals have been severely de- pleting this protective layer since 1970. While there has been three to four times more ozone de- 'pletion in the southern hemisphere than in the northern, there are now serious concerns about the amount affecting the north due to the higher population base here. Since 1970, the ozone layer has thinned globally by seven per cent, allow- ing 10 per cent more ultra- violet radiation to reach the earth. Complicating the situa- tion is the fact that, while CFCs-11 and 12, the major chemical culprits in ozone depletion, are no longer being manufactured legal- ly, they are now being manufactured illegally and smuggled into Flori- da. As well, while those CFCs (chlorofluorocar- bons) which have been created to replace CFCs- 11 and 12 do not deplete the ozone layer, they are potent greenhouse gases, and thus contribute to glo- bal warming. The human health im- pacts which result from greater exposure to ultra- violet radiation include higher incidence of skin cancers particularly ma- lignant melanoma; photo- aging of the skin; cata- BLACKSTOCK - NESTLETON UNITED CHURCH REV. Dr. Evans offered the following advice to those who wish to protect their health from the ozone threat: wear sunglasses which filter out UVB (ul- traviolet B radiation), a hat with a wide brim (to protect the face, ears and neck), and clothihg which 1s tightly woven. Use a sunscreen with an SPF (sun protection factor) of greater than 15, avoid the midday sun (schedule out- door activities before 10 a.m. and after 4 p.m.); and avoid using sunlamps and tanning parlors. Dr. Evans emphasized that skin cancer is directly related to the number of sunburns an individual sustains over his or her lifetime, and since we re- ceive the greatest amount of exposure to ultraviolet radiation during our youth, it is particularly important that children avoid getting sunburns.
