"A Family Tradition for 128 Years" Provincial cutbacks hit hard By Jeff Mitchell Port Perry Star A strong commitment from munici- palities will be necessary to ensure the future of the area's conservation authorities, say local representatives. And local fundraising might become crucial in light of the withdrawal of huge chunks of provincial funding, said Scugog Councillor Ken Gadsden (Ward 3) who represents the munici- pality on the Kawartha Region Conservation Authority. "We're certainly going to have to rely on fundraising," said Councillor Gadsden, adding that continued local government support will make or break authorities. "It's almost a certainty that if munic- ipal funding was cut back, the authority would have to fold up its tent." As it is, Kawartha has seen severe cutbacks. Late last year it was announced all 13 staff would be laid off; last month, six were brought back on a part-time basis. Cutbacks have also taken place at the Lake Simcoe Region Conservation Authority, where Scugog Regional Councillor Marilyn Pearce won a second term as chair a couple of weeks ago. She said that 10 staff were laid off soon after a provincial announcement that 90 per cent of the authority's funding would be cut. Since then, the authority has been "re-thinking" the ways in which it pro- vides services, she said. "It's been a tough six months. We've certainly had to go through a lot of soul-searching." Municipal money crucial for CA future: local reps She is concerned that authorities continue in their role as environmental watchdogs, assisting municipalities with comments on development pro- posals that may have an effect on flood- plains, watershed, and wetlands. Councillor Pearce doesn't want to see a time when that function is not carried out by authority specialists, .. and left to already over-burdened munic- ipal workers. "The public place a lot of faith in conser- vation authorities to protect their best Interests in terms of flood control and water quality," she said, adding that the authorities should continue to be pro- tectors of the fragile wetlands upon which water systems are based. "It's the wetlands issue which is the GADSDEN 'most significant thing to shake down as a result of these cuts." Scugog Township is currently served by three conservation authorities: Kawartha, Lake Simcoe, and Central Lake Ontario. Funding is provided to the authorities by Durham Region, through levies on the municipalities. Councillor Gadsden said there's no reason to assume that funding won't be continued by the region this year. "All the signs I've received so far are positive," he said, echoing Councillor Pearce's comments: "I think the conservation authority performs a service and a function for our commu- nities, and we would be very foolish to let it go."
