MPP defends action on health costs Canada Post has become best al junk delivery To the Editor: I read with interest the letter in your newspaper from the Medical Asso- ciates of Port Perry. Doctors are just like oth- er small businesses; they run their business as they wish insofar as when they open and when they close. The difference about their business is that the money for the operation comes out of the pockets of the taxpayers. I don't think there is anybody who doesn't un- derstand the need to con- trol spending in health care. Health care now con- sumes about one third of the total revenues collect- ed by the government, or $17 billion each year. Health costs were going up about 11 per cent each year when we assumed government. I want to make it very clear that the cap on OHIP billings and the social con- tract days that the Medi- cal Associates of Port Perry complain about was a negotiated contract be- tween the government and the doctor's own asso- ciation, the Ontario Medi- cal Association. For the Medical Asso- ciates of Port Perry to sug- gest in their letter they are working hard to give you the level of service you need, and that sometimes, they won't be able to meet the expectations of their clients, and they want to let you know this in ad- vance - because Queen's Park won't, is the most blatant "claptrap" I have ever read. My office staff are also subject to social contract provisions, as are all peo- ple paid from the public purse. My office never shuts down to comply with social contract time off. We happen to care about those we serve, and who expect us to be there when they want something. My constituency staff take their time off individ- ually to minimize incon- venience to the public. Why can't the Medical As- sociates of Port Perry do the same? Do they all have to be off at the same time? Of course they don't, but if they did that, the public wouldn't know just how mad they are at having to make do with a little less money. By their job action they hope their clients get mad at the government, all the time the fault is that they haven't lived up to the signed agreement made with the government. The collective pettiness of the Medical Associates of Port Perrylin the com- plete closure of services will not achieve anything, other than to cause hard- ship to their patients. Being realistic, I sus- pect that funding restric- tions on all aspects of health care will continue. They will include caps on doctors fees, and it mat- ters little what political party forms the next gov- ernment of Ontario, for the federal government with their transfer cuts will have already decided that. | Sincerely, Gordon L. They can deliver the junk, but fail to deliver first class mail to Port Perry. I have lived at the same address for more than 26 years. I rented Box 1000 for a number of years until the post office decided to eliminate it for what rea- son I don't know. Recently I had a call from the doctor who said that mail he sent to me had been returned. This was not the first but the fourth time in the past couple of years mail has been sent back from Port Perry to as far as Florida and Georgia. I have sent out numerous change of address notices to receive my mail. I have not moved but have been at the same address for 26 years. They changed the sys- tem; I didn't. They can load my mail with all kinds of junk, but can't send important mail to my address. I have informed the postmaster of this and other problems with the mail, it seems, to no avail. The postmaster and his staff know full well where I live, yet after numerous complaints it still hap- pens. I have bought a fax machine, at considerable cost, to ensure I get my correspondence. I mailed a letter to Greenbank some time ago, and it took five days to ar- rive. I can see Greenbank from a nearby hill. Mail to Fenelon Falls also has tak- en up to five days to arrive. Some service. It seems the more they raise the rates, the worse the service gets in some areas. My grandfather was giv- en a citation from Queen Victoria for his lifelong service to Her Majesty's Royal Mail. Gone is the Royal Mail along with its coat of arms in favor of an insignia almost identical to the one used by France. A story in the Toronto Star says "Canada 'Post mak- ing people pay to redirect mail mistakenly arrives at their address". It cited the case of a man who has re- ceived not one but seven pieces of mail All Properly Addressed. but misdeliv- ered by the post office.' For more than 20 years I have corresponded with Her Majesty the Queen and receive a swift reply in a matter of days. Last year I sent a tape of the Victoria Day celebrations along with a letter and other in- formation of value to Her Majesty's private secre- tary. It was lost in the mail. During my employ with the CBC at the national program office in Toronto, among my other duties was postmaster of the en- tire national office: han- dling directives to every radio station in Canada plus the mailing of the cor- poration's mail, including books and other publica- tions from coast to coast. Never a problem with the Royal Mail. A volume of mail at the time probably greater than that of the Port Perry Post Office. None of the waste and mismanagement we now see with Canada Post. The Fraser Institute published a book "The Mail Monopo- ly: Analyzing the Canadi- an Postal Service". It quotes a university profes- sor in economics as the worst he had studied. At the time of publication, he states "this year the waste will be about $1.5 billion." The once proud Royal Mail has gone the way of man of our most trusted Britis heritage. three cents and no GST.
