But there were a number of concerns expressed by council- lors: They want a fair system for charging for the service -- they expressed reservations about charging homeowners on the basis of assessment -- and they also wonder how blue box recycling will figure in. Ward 2 Councillor Marilyn Pearce said basing charges on a homes' assessment is unfair. "If we're basing it on a per unit cost, that's fair," she said. They're also worried about the future of the township's transfer stations, where resi- dents can now drive up with their recyclable material and sort it for pick-up. "I have concerns some people are going to be very upset about it if the transfer station were to close," Councillor Graham said, adding, "common sense tells us if we're going to have (township- wide) pick-up that they should be closed." Councillor David Dietlein also spoke up in favor of the current system, which he said - suits people living in rural areas just fine. "My personal feeling is that the transfer station in Blackstock works great," he said. "I like the system the way it is; I don't see any reason to change it for the rural areas." The township is also dealing with a provincial directive that calls on municipalities to extend blue box service to homes where there is garbage pick-up. Township Administrator Earl Cuddie has recommended including the entire township, which he says would cost around $300,000. Scugog council has passed a resolution to Durham Region, calling on the regional govern- ment to pick up those costs; so far, the region hasn't responded to the resolution. Despite the concerns, it appears a majority of council- lors are in favor of extending garbage pick-up to all the homes in the township. "I don't think we can continue to deprive those (rural) areas of garbage pick-up," Councillor Ken Carruthers said during Monday's discussion. "I think it would get rid of the garbage that otherwise ends up in the ditches," added Scugog Chamber of Commerce presents Decision Seagog 94 Councillor Graham. Primary among the council- lors' concerns remained cost. Councillor Ken Gadsden (Ward 3) called for a study of payment alternatives, including a pay- per-bag system. Mr. Cuddie said a flat-rate system for charging residents would be the most equitable. "It's going to be something in the order of $45 per house- hold, per year," he said.
