By Scott Anderson Port Perry Star Battle lines are being drawn up along a seven-kilometre stretch of road bordering two communities. Officials from Whitby and Scugog are at loggerheads over the maintenance cost of Town- line Road which divides the two municipalities. Although it splits the two communities down the middle and the residents from both mu- nicipalities utilize the road, the maintenance costs are not shared equally. This has be- come an issue for Whitby of%- cials. A 1988 agreement called for Scugog to share in 50 per cent of the cost to maintain the road to a maximum of $12,000, plus an annual increase in accordance with the Consumer Price Index. But Whitby officials claim Scugog is not meeting its end of the deal and is paying less than the percentage stipulated in the 1988 agreement. According to Marcel Bru- nelle, Chairman of Whitby's Public Works Committee, Scu- gog's 1993 payment of $14,786 represents only 25 per cent of the cost to maintain the road, far below the 50 per cent speci- fied in the agreement. Whitby is calling on Scugog to live up to its end of the deal by increasing the annual percent- age to 40 per cent ($24,000 per annum). Whitby officials argue the re- quest to increase the percentage to 40 per cent is not unreason- able considering 44 per cent of the population living on the road is Scugog residents, all of whom receive the higher level of service from the roads mainte- nance schedule. But Mayor Howard Hall said Scugog would not consider in- creasing the amount it pays to its neighbor, arguing the traffic count on the road does not war- rant the increased costs. He also noted that if the cost to maintain one concession road was increased dramatically, the same would have to be done for all roads. This is something he could not justify to the taxpay- ers. : "We don't feel we could possi- bly pay any more," he said. "It's a fair share of what we do on the concession roads." "We have a very good reason for not increasing the money. It would not be fair to the other taxpayers." Under the 1988 agreement, an arbitration process is provid- ed should a dispute arise over the payments, but both sides have indicated they are not in favor of going to that extreme. Instead, Mayor Hall is in favor of letting the 10-year agreement expire before negotiating a new dealin 1998. By Kelly Lown Port Perry Star A body pulled from Lake Scu- gog late Friday afternoon has been identified as a Markham man missing since October. According to Durham Region- al Police, a man checking a neighbor's cottage saw the body floating in the lake, approxi- mately 10 metres from shore, just before 5 p.m. April 15 on Emmerson Beach Road in Nes- tleton. The badly-decomposed body was identified through dental charts as Frank Harvey, 27, of Harvest Moon Drive. He had been missing for six months. In late November members of the Scugog Fire Department dragged a portion of Lake Scu- gog in search of a York Region man, who was believed to have beenin the lake. At that time Durham Region- al Police suspected the man had taken his life by drowning him- selfin the lake, just off the shore of Pine Point Road on Scugog Is- land. A resident of Pine Point found a jacket floating in the lake on Nov. 18. The jacket contained keys belonging to a car which was abandoned in the area two days previously. As part of the project, the committee is sponsoring a poster and essay contest with the theme "What I think my community will be like in the year 2044." The contest is open to all stu- dents in the township, with the orimary grades designing pos- ters, while the junior and inter- mediate grades will write es- says on the same theme. Dr. Price envisions a number of potential categoriesincluding health care, transportation and state of the world. Six winners will be chosen and will take part in the ceremo- nies.
