With just over a week left until the federal election on Oct. 26, vot- ers need to act quickly to get registered on the voters list. "Next week, the revision of the voters list will end, the deadline for applying for or vot- ing by special ballot will pass and Canadians should not wait until the last minute," said Jean-Pierre Kingsley, Chief Electoral Officer of Canada. "We are concerned that electors will wait until the last day to act, which may result in longer waits. Avoid the rush and act this week." The revision period, the time to make additions, changes or deletions to the voters list, is on now, but ends at 6 p.m. on Wednesday, Oct. 20. Voters unable to cast their ballots on Oct. 25 may vote by special ballot, but their applica- tion to vote by special ballot must be received by Elections Canada by 6 p.m. on Wednes- day, Oct. 20. And Canadians registered to vote by special bal- lot must return their ballots to Elections Canada before 4 p.m. on Friday, Oct. 22. "With deadlines coming up and election day fast approach- ing, voters need to act quickly," said Mr. Kingsley. "Otherwise, they'll be watching the time tick away as they waitin line." Priority is jobs over deficit, but how can we have jobs with a deficit economy? As long as the deficit remains there is always the prospect of further or higher taxes to business. What incentive does the business community have. Business should be ultimately responsible for job creation, not the Canadian government. Government needs to create an Grischig environment for business. nr 2. Lower the deficit - stop spending. Deficits should be illegal, except in time of war or national disaster. Downsize government, reduce bureaucracy, provide incentives to civil servants who achieve cost-cutting goals, simplify taxation. Phase out grants to special interest groups and corporations over a four-year period at 25 per cent per year. The national debt must be amortorized over a set number of years and eliminated. 3. Social services cutbacks - ideally cuts need to coincide with jobs. This cannot be done if an environment conducive to business is not established. However, the Canadian government cannot continue to support the ever increasing load of unemployed/welfare recipients. Something has to give, and it will not be the taxpayer. Reductions in social assistance must be cut gradually over the next several years, with incentives, rather than punishments, given to those who attempt to create their own employment. The unemployment insurance system needs to be put into the hands of the private sector, and be operated as an insurance program, not a-works or training program. UIC was intended as a safeguard for those who paid the premiums. Ul must become self-supporting. We believe in the universal Medicare system, but believe that health care is first of all a personal responsibility. Funding for procedures and services that threaten human life or diminish its value or dignity must be stopped. 4. | don't plan to create any jobs. That is not my job. | plan to give business and the individual every opportunity to create jobs. High taxation and bureaucratic red tape prevent many from venturing into productive and fulfifing business. Entrepeneurs see no real potential in Canada, why is that? 5. Training of young and unemployed - the young need to be encouraged to remain in school - to get an education. What is the government doing? It pays for young men and women who leave home by establishing them on the welfare roles. We have a dropout rate that is ever increasing, and those who remain in school learn everything, except how to be successful. There is no incentive for youth to get an education since all they hear is what it is going to cost them in the future. Who among us wants to work until July 27 of every year just to pay the taxes that are levied? There is no incentive to remain with an employer, no loyalty on either side. Many employers do not invest in their staff, and many employees receive little in return from their employees. Have you seen the latest GNP or GDP figures lately? We are becoming a nation of sluggards and do-nothings, whining for the government to take care of us. Training of employees should be left up to the business community. They know who they need, they can forecast their future needs if government would butt-out and let them do it. Employees need to know that when they cut and run, depending on UIC and welfare to pick up the slack, that it just ain't gonna be so! 6. Young Offenders - yes this really is an offence. Responsibility for one's actions needs to be taught at an early age. Consequences and punishments are no longer terms our youth can associate with. It is time to put the responsibility for acts back on whom it belongs, namely the individual. If the individual is deemed unfit and in competent to accept the responsibility, then the parent should be held liable. 7. | believe that people of various ethnic backgrounds should be free to observe their native cultural tradition provided that these do not violate the laws of Canada. Multicultralism must not enhance divisivness between Canadians. | fail to understand how a party like the Bloc, who are bent on breaking the country apart could be the party to be Her Majesty's Loyal opposition. It has all the elements of treason. 8. One of my major concerns is that we are losing our patriotism for God and country. This will stop foreigners lending us $30 billion of foreign money each year -- money that can only be used to buy from foreigners. Without | this foreign money, we cannot import more than we export and our Soles will drop to U.S. 70 cents. Our trade balance will improve by $30 illion. Jobs, Welfare, Employment What measures can be taken to create employment and lessen the burden on welfare? , Bringing down interest rates permanently and thus letting our dollar drop to a level that allows us to compete fairly will cause our imports to decrease and our exports to increase by $30 billion. This, in itself, will increase employment by at least 300,000. Adding in the spinoffs, will -- within two years -- bring unemployment down below a million for the first time since 1981. We will get unemployment down to four per cent or less by 1997. | Trade Agreements We will cancel both of the U.S. dominated so-called free trade agreements -- the FTA and NAFTA. They limit our sovereignty and turn us into a deindustrialized resource-exporting colony of the U.S. We support balanced trade agreements with many countries, including the European Community, the U.S., and Japan. Our strategy is based on maximizing employment here in Canada, instead of the present trade strategy that drains jobs and investment out of Canada. Health Care Health care is vital. We are committed to the maintenance of our health care system of universality, comprehensiveness, portability, public administration, and equal accessibility. We are totally opposed to user fees. Changes are needed: 1. Rescind Bill C-91 to bring down . drug prices by strengthening the generic drug industry. 2. Bolster preventive medicine. 3. Encolirage community health services. 4. Ensure doctor-to-population ratio in rural areas is brought to an adequate level. Government Structure We are grossly over governed by inefficient governments. The field units -- those in contact with the public -- are usually not over staffed. But the administrative hierarchies could be cut in most places by at least 30 per cent with a gain in efficiency. However, no cuts should be made until the economy is growing strongly again because of lower interest rates and a lower dollar. To cut staff before the economy improves would increase unemployment and the federal deficit. Justice System The trial and sentencing of a convict should be a deterrent to others. This is lost when the time between arrest and sentencing stretches into years. Delays occur as lawyers shop around for compliant judges. This must be stopped. We support a referendum to choose between the death penalty for first degree murder and jailing such murderers at hard labor for life -- no conjugal visits, no amenities, no civil rights, no parole. National Unity A Quebec slogan is "maitre chez nous" (master in our own house) -- in Quebec, not across Canada. Quebec never wanted Trudeau's Canada-wide bilingualism. But after bilingualism, we got multiculturalism also. Though | served 17 years in the French speaking Royal 22nd, the "Van-Doos,"" | would abolish bilingualism -- and multiculturalism. Let immigrants become anglophone or francophone. And get French off the corn flake boxes here. Don't bug people. That's how to foster national unity. Local Issues The success of agriculture and small business is the main issue in Durham. Both will be helped by our permanent low interest rate policy. The resulting drop in the dollar to around U.S. 70 cents will permit Durham industries to compete internationally. We will ensure that much greater equity and loan Saphal is available to small business and agriculture.
