Mayor Hall, who attended an Association of Municipalities of Ontario (AMO) convention in Toronto last week, says this pro- posal has many of the smaller municipalities worried. Mayor Hall says he spent much of the conference debating the topic with various politicians. "Every municipality is wor- ried, but the lower tier ones are particularly concerned," Mayor Hall said. Under the current system the Township of Scugog pays money directly to the Region of Dur- ham for Social Services and not the provincial government. Scu- gog also receives various subsi- dies from the provincial govern- ment for roads. "As it's proposed right now, it's not a good trade-off," Mayor Hall says. Durham East MPP Gord Mills has a differing opinion, however. He says under the new sys- tem it will help all municipali- ties, no matter the size, by pro- viding "universal social assistance." By taking away that responsi- bility it will enable the munici- palities to concentrate on other areas, Mr. Mills says. It will alsoeliminate inconsis- tencies in setting muncipal bud- gets, he says. Despite speculation that this process will be implemented by January 1, Mr. Mills says it won't be the case. In fact he doesn't think it will be in place for atleast two years. He says various committees must be struck and studies con- ducted before it is put into ef- fect. "All kinds of logistics have to take place," he said.
