"In my view the government of Ontario has completely over- stepped its role in protecting the environment, setting tough standards and enforcing them, by dictating where garbage must go and must not go," he told the Port Perry Star during a party golf tournament at the Thunderbird Golf Club last Thursday. Mr. Harris says it is not the government's role to determine where landfill sites should be lo- cated, but instead the govern- ment should set the standards for the disposal of garbage. "I don't think it's the Govern- ment of Ontario's business where landfill sites are. I think the job in the Ministry of Envi- ronment is to set tough stan- dards, to set procedures that make sure municipalities, indi- viduals or companies that want to develop waste disposal sites go through a proper hearing." "They're short-circuiting the traditional environmental as- sessment process which says that for each individual munici- pality the best option for the en- vironment is the one that should win out," he said. Mr. Harris says all options should be examined when con- sidering the best method of gar- bage disposal. But he says gov- ernments over the past decade have gotten away from setting the standards and regulating the disposal of garbage and have instead attempted to es- tablish processes. Mr. Harris says the present NDP government is putting the environment at risk by deter- mining where the garbage should go. "I believe they're moving in the wrong direction, not for gar- bage or not for Durham Region or the other municipalities, but for the environment." Mr. Harris says if the gite se- lection process is not too far ad- vanced, he would begin the site selection process again, which would include defining the stan- dards needed in waste manage- ment. "I would like to see the Minis- try of the Environment move to set tougher standards than they have today, but I would like them to define the standards and lay them out and say 'here they are'.
