Stoop and scoop bylaw hard to enforce, says bylaw officer By Scott Anderson Port Perry Star The Township of Scugog's "stoop and scoop" bylaw is diffi- cult to enforce, says the town- ship's bylaw enforcement offi- cer. Bill Henshall says it has been in place for a number of years, but heis yet to press charges. Bylaw number 4-90, which regulates and controls the use of all public parks in the township, specifically outlines the duties and responsibilities of a pet owner. According to the bylaw, pets are not allowed to run at large in any township park or beach nor are they permitted to swim in any wading pool, pond, founda- tion or stream operated by the township. Also the owners are responsi- ble for cleaning up after the pet. "Any person owning, harbor- ing or possessing a dog or cat shall be responsible for the sani- tary removal and disposal of any excretment deposited on the groundsotany park. Contravention of the bylaw results in a fine of up to $1,000 But desp te the presence of the bylaw, Mr. Henshall says it 1s difficult toenforce. Mr. Bull noted one particular incident last week in which he witnessed two dogs swimming in the lake and another five playing on the beach. He says a number of the dogs were not on leashes. Mr. Bull says there is a prob- lem with pets running at large in all the parks throughout the township and defecating on the property. "We don't appreciate it," he said. "I'm sure others don't as well." Mr. Bull says the Parks De- partment cleans up the park and beach two to three times a week. "We re trying to maintain our parks as good as possible," he says Despite the effort, he says somedays it 1s not enough. But he 1s unsure what else can be done. He notes there 1s already one sign in the park and says more signs are not necessary as it would take away from the beau- ty of the park. Five members of the fire de- partment left today (Tuesday) to compete in the Eighth Inter- national Extrication Competi- tion in Courtland, New York. The competition runs from Wednesday, Aug. 12 to Sunday, Aug. 16. Scugog firefighters Dave Bal- lingall, team captain, Pete Cau- dle, Rob Cook, James Donald- . son and Matt Donnelly will test their skills against 26 teams from across Canada and the United States. The five-member crew from Scugog has been practicing their techniques since their ap- plication for the competition was accepted. This is the fifth time the Port Perry firefighters have compet- ed in this prestigious competi- tion. In 1989 a team from Port Perry Hall competed in Mary- land and in 1990 the depart- ment sent a team to Seminole, Florida. The team will face two scenar- ios at the competition, one in the open class and one in basic. This means in one scenario the team uses hand tools and in the other heavy haudraulics or the Jaws of Life. The team has always faired well at the international compe- tition. The local volunteer de- partment competes against oth- er volunteers as well as full- time fire departments. The only disadvantage the Scugog fire crew has is many full-time fire departments have ambulance officers on board their department. This 'gives those departments the edge when the first aid evaluation is taken into account during the scenarios. "Our goal this year is to win one of the two scenarios," team captain Ballingall told the Port Perry Star. Although the competition is labelled as such, he said it is de- signed as a learning sympo- sium. "If we learn one new tech- nique or one new little skill that saves a life, that is the reason to be there," he said. What all the fire departments learn while sharing their tech- niques could mean the differ- ence between life and death back home.
