The 19-year-old Port Perry High School student was one of 42 applicants chosen tobe a part of the House of Commons Public Information Office Page Pro- gram. Being chosen for this pro- gram is quite a feat considering several hundred qualified stu- dents applied for the openings. Beginning Aug. 17, David will begin work as a page. He will serve members of parliament and senior officials in the cham- ber while the House is in ses- sion. He will also work with var- ious House of Commons departments. To begin he will be familiariz- ing himself with the new sur- roundings and procedures of the House of Commons. He will work 15 hours a week. The hours are scheduled around his university courses. David told the Port Perry Star he applied for the program in October through the guidance department at high school. The first stage of the program required David to write a gener- al knowledge exam on Canadi- an history. Following each test the list of applicants was nar- rowed down. The next test was a one-hour telephone interview during Rabid skunk notasign of outbreak By Scott Anderson Port Perry Star There is no reason to believe that there is an increase of ra- bies cases in the area, despite the report of a rabid skunk in Blackstock recently. According to John Churchill, a veterinarian with Agriculture Canada in Bowmanville, there was an incident of a rabid skunk reported on May 25 in the Blackstock area. A family dog, out during the evening, attacked and killed a skunk. It was later determined that the skunk was rabid. The dog will be quaranteened, but is in nodanger as it was well vacci- nated. Despite the incident, Dr. Churchill says there no reason to believe there is an outbreak ot rabies. In the whole of Durham Re- gion there hasbeen only nine re- ported cases of rabid animals, including a rabid racoon found north of Port Perry on March 9. In the whole of 1991, there were nine reported cages. The number of rabies cases peaks every five to seven years. The last peak year was in 1986 when 189 cases were reported. A rabies vaccination clinic for dogs and cats will be held at the Blackstock Arena on June 13 from 9 a.m. to noon. Animals must be at least three-months- old. which David had to answer questions in both French and English. After passing this stage, the number of applicants was cut down to 250. These ap- plicants were then required to appear in front of a panel and answer questions, again in both languages. On May 15 David received word that he was one of the 42 David Talbot chosen for the program. "IT didn't expect to get in. The competition was stiff," he said. David said the acceptance rate is about two per cent. Ross Stevenson, MP for Dur- ham, told the Star the number of applicants far outweigh the positions available in this pro- gram. "It is an extremely com- petitive position to go after, and a tremendous honor to be select- ed" he added. Although David told the Port Perry Star he is not really inter- ested in a political future, he is very interested in working with and meeting the people who run the country. To qualify for the program ap- plicants must be a graduate of high school, and must be attend- ing the University of Ottawa or Carelton University this year. David will be attending Uni- versity of Ottawa this fall where he will be majoring in Political Science. David's future plans are to be- come an ambassador, he told the Star. He is looking at his upcoming experience as a great way to make connections. "I think it will be very fascinating and I will be able to make good con- nections," he said. "It is a prestigious position, a great step. I am getting a foot- holdin the door," he added. David said it is also a good way for him to work on his bilin- gualism. He said he will be travelling to Cichoutimi in the summer for six weeks to brush up on his bi- lingualism skills before heading to Ottawa for training in Au- gust. The House of Commons Pub- lic Information Office Page Pro- gram is in its 14th year It is open to all males and females from all over Canada. Selection is made on the basis of academic and non-academic qualifications. There is a series of criteria that an applicant must meet to qualify for the program. Appli- cants must be a Canadian citi- zen. They must be graduating from a secondary school in 1992 and be attending the University of Ottawa or Carleton Universi- ty with nointerruptions. Applicants must also possess an academic average of at least 80 per cent and must have a good knowledge of both official languages especially compre-- hension and oral.
