What Gord forgot to tell us is that his government has done the exact same thing in cutting transfer payments to the mu- nicipalities, hospitals, schools etc. Our taxes are being in- creased and the deficit is still out of control. The N.D.P.'s policy a year ago, of spending ourselves out of the recession has miserably failed, it only brought us a higher deficit, higher taxes, caused Ontario's credit rating to be downgraded now for a second time (costing Ontario more money to borrow), helping to keep up the interest rates and also in prolonging the recession. Now the N.D.P. is talking re- straint the exact same thing they were advised to do a year ago. It's too bad it took a year to- realize their mistake, It will cost us dearly. But the N.D.P. has found a new solution, "casi- nos". Social implications will far outweigh any financial gains from these casinos. Sexual assault is a despicable offence, and no reasonable per- son would willingly allow a guilty person to gp free. Howev- er, no matter what the crime, our Canadian justice system has always given basic protec- tion to an accused person. Un- der Bill C-49 this protection does not exist for men. The fact 1s, a woman could have a grudge against a man, could set him up and charge him with rape, and * he would have no defence so long as she claimed she did not * consent. Bill C-49 is truly a "Shaft the Men Amendment." Increase fee for vendors By Scott Anderson Port Perry Star The problem of street vendors in the Township of Scugog needs to be addressed, says Ward 1 Councillor Ken Car- ruthers. Councillor Carruthers, who also serves as President of the Chamber of Commerce, says roadside vendors pose an "un- fair situation by taking advan- tage of peak selling periods." He says for the cost of a per- mit, which is currently $150, they can "come and go as they please." This, Councillor Carruthers says, is unfair competition to the local merchants who aren't as flexible. He says the mer- chants must also pay business taxes which the roadside ven- dors escape. A number of local merchants expressed their anger over the weekend to flower vendors in the area. Regional Councillor Yvonne Christie said she was "inundat- ed" with complaints by resi- dents at various municipal af- fairs over the weekend. Flower vendors were out in full force on the weekend for Mother's Day. Councillor Carruthers says the only way to limit the ven- dors in the township is to PLEASE RECYCLE THIS PAPER change the fee base to "some- thing more substantial." He notes that in similar com- munities such as Uxbridge the fee is $1,000 for a yearly ven- dor's license. He suggests in- creasing the fee to $1,500 in the Township of Scugog. Councillor Carruthers says the 1993 licensing issue will be addressed by the Planning Committee shortly. He adds no - licenses for 1992 will be is- sued.
