A a en a "A Family Tradition for 125 Years" PORT PERRY STAR - Tuesday, May 5, 1992 - 5 Search will continue for Elizabeth Bain in Scugog Despite a conviction in the Elizabeth Bain murder case, the body of Miss Bain has not yet been recovered. Robert Baltovich, Miss Bain's boyfriend at the time of her dis- appearance in June, 1990, was sentenced to 17 years for second degree murder in the case. The sentence was increased from 10 years to 17 years in jail by Justice John O'Driscoll. In sentencing the 27-year- old, he described Mr. Baltovich as being "highly intelligent but devoid of a heart." The sentence was increased to 17 years after Mr. Baltovich refused to disclose where the body might be despite passion- ate victim-impact statements. Mr. Baltovich is planning to appeal the decision. But despite Mr. Baltovich's refusal to disclose the location of the body, the Bain family vows to continue the search for their daughter. Rick Bain, Miss Bain's father, told the Port Perry Star that a search on May 2 near Nestleton failed to turn up any clues dur- ing their search of the Fleet- wood Conservation area. He vowed to continue the search until he finds his daugh- ter. But it appears after two years of constant searching, the ener- gy is quickly being sapped from the family. "We're going to forge on, but I don't see much light," he said. Another search will be con- ducted on May 16 at 9 a.m. be- ginning from the Nestleton Community Centre. 0.7 % increase In taxes From Page 2 each committee," she said. Councillor Christie said she felt that each committee mem- ber knew not only the status of their own budget, but also the other committees' budget. She said the budget cuts were made at the committee level and not at the tabling of the doc- ument, making the process easi- er. "In all my years down at the region, I have never seen that before," she said. "In other years I have seen adding and sub- tracting."" "At present, the dances are run, but with no real supervi- sion," Jerry Cochrane, vice- president of the Sunrise Opti- mist Club and chairman of the committee studying the feasi- bility of running the teen danc- es, told the Port Perry Star. When the club formed a little more than a month and a half ago, itidentified the teen dances as something that could become a service project for the club, he said. The feasibility committee 1s carefully planning how the Op- timists would run the dance pro- gram if the general membership supports theidea. "We're putting the pieces to- gether like a jigsaw puzzle," Mr. Cochrane said, adding the com- mittee is being cautious. "We're brand new. We have to crawl before we can walk." The decision is expected to be made at the general member- ship meetingon May 9. ure over the budget, Regional Chairman Gary Herrema told the council members that he would supportit. "I'm not happy with the bud- get, but it is a responsible one," he told them. He expressed concern that by making such severe cuts it will eventually hurtthe taxpayers. "You can't cut money without getting the programs," he said. He also expressed his dis- pleasure that it was introduced so late in the year, but acknowl- edged that it was beyond their control. The region had been waiting for the province to an- nounce transfer payments for the next three years, before fi- nalizingits numbers. He suggested councillors be- gin to look at the budget figures in September in order to present a budget by February, 1998. "I agree that the budget pro- cess is in need of review," said Don Evans, Durham's Chief Ad- ministration Officer. "We need a faster, more efficient method without more staff time."
