The Interim Waste Authority (IWA), the agency formed by the Ontario government to find the sites, released the Environmen- tal Assessment Document II last week. The first document was released last August when the site selection process was in- troduced. The document provides a record of public and govern- ment agency input, as well as the IWA's response to the public consultation period from Au- gust, 1991 to January, 1992. The document clarifies a number of the concerns raised during the public consultation process. These included a clear- er definition of "urban shad- ows", a clearer definition of "complex geology", the need to consider the potential impact of waste haulage earlier in the process, and the need for a clear- er study of the impact of a land- fill site on the economy of an area. A particular concern of Dur- ham residents was the preser- vation of the Oak Ridges Mo- raine. Many argued that the area should be screened out from further consideration. But after meeting with officials from the Ministry of Natural Re- sources, the team decided it was not necessary to screen out the entire moraine. It decided that most areas considered environmentally sensitive will be screened out in Steps 1 and 2, and that the poli- cy boundaries defining the Oak Ridges Moraine are not yet fi- nalized. Public comment was also con- sidered when the IWA decided to revise the approach and crite- ria for Steps 1 to 4. As a result of the comments it deleted, modi- fied or added a criterion to ad- dress the comment. . In Steps 1 and 2 concerning the screening criteria, minor ammendments were made to the agriculture, biology and sur- face water groups. Significant changes were made to land use/ social groups and a clarification was added to geology' hydrogeology section. Minor amendments were made to various portions of Steps 3 and 4 including the ad- dition of two new groups con- cerning economic and transpor- tation. Steps 5 and 6 outline the ap- proach to determining the short list of sites and assesses the po- tential impacts on a site-specific basis, resulting in the identifi- cation of site-specific zones of impact. Step 6, which was not previ- ously included, will evaluate the advantages and disadvan- tages to the environment of the short list of sites to identify a preferred site. In introducing this revised criteria, the IWA is providing the public a chance to become involved once again in the prep- aration of alonglist of sites. "We are asking the public to help us again make the tough decisions that are necessary to select an environmentally- suitable landfill site for the area," Erv McIntyre, IWA gen- eral Manager said. "Together we must decide which environ- mental disciplines are most im- portant and determine a yard- stick for each use." A workshop has been sched- uled in Brooklin on May 2 at the Brooklin Community Centre. The search for a long-term landfill site was launched in Au- gust, 1991. A long list of sites was to be introduced in Novem- ber, 1991 and a short-list in Feb- ruary but delays at Queen's Park have pushed the schedule back. The site is still scheduled for completion by 1996.
