THese licences are subject to the condition that the licensee own, as a minimum, the local head-ends, the amplifiers and the drops to houses and apartment buildings. The Commission notes that the licensee proposes to distribute the duplicate signals of certain FM stations on the FM and television services. The distribution of these signals on the television service is not consistent with the Commission's cable television policy on the carriage of radio services and is, therefore, DENIED, The licence amendments outlined above are APPROV- : ED subject to the following: In the interests of channel uniformity for OECA pro- gramming, the Commission requests the licensee to re- view its channel allocation on the Temace Bay and Manitouwadge cable television systems with a view to _ distributing CICA-TV=-9 Thunder Bay on cable channel 2 as soon as it becomes &conomically feasible to do so. Any distribution changes must be submitted to the Commission for approval and will be subject to techni- cal certification by the Department of Communications.
