Announce plans for JANUARY 12, 1077 TERRACE BAY NEWS PAGE 17 CPP changes Health and Welfare Min- ister Marc Lalonde has announced plans for changes to the Canada Pension Plan, which, among other things, would provide recognition for "spouses . working at home." The plans were first outlined in the Speech from the Throne. They are to be presented to Parliament during this session. One of the proposed changes would permit the splitting. of CPP pension credits, earned by both spouses during their years of marriage, equally between the couple upon marriage dissolution, that is upon divorce or annul- ment. This would ensure that an asset accumulated by a couple during mar- riage is equally divided between them. : The Minister stated that this proposal would provide a measure of financial security for the spouse at home and his or her dependents in the event of marriage dissolution. The spouse at home would be entitled to CPP retirement credits and in most cases would be protected in the event of disability or death. A second proposal would allow a 'contributor, who leaves the labour force to raise children under the age of seven, to "drop out' such periods from the Health and Welfare Canada i children; calculation - of lifetime earnings for CPP benefit purposes. This provision would protect both the eligibility and the amount of CPP benefits earned by a contributor prior to the child-rearing periods. This is one of the government's many reforms designed to ensure equal rights for women. Mr. Lalonde also con- firmed that a number of additional amendments would be presented at the same time, including a provision allowing up to one year retroactive pay- ment of retirement benefits to contributors between 65 and 70 years of age who file late applications for benefits. Previously, such retroactive retirement benefits were only paid after age 70. Other new provisions will allow the payment of full CPP orphan's benefits to the fifth and subsequent provide more flexible authority for the negotiation of international social security agreements; allow the payment of per diem allowances to mem- bers of the CPP Advisory Committee; and grant the necessary authority to ~ withold the payment of CPP benefits, where necessary, in order to obtain documentary evid- ence relating to the eligibility for benefits.
