NEW_COURSES FOR YOUNG "With snowmobiling fatalities and injuries still higher than they should be, the time couldn't be better for the snow vehicle opera- tor's courses being introduced by the Ontario Federation of Snowmobile Clubs and the Ontar- io safety League, in conjunction with this Ministry," says Transportation and Communica- tions Minister James Snow. "Expert instruction is needed now if we're going to make snowmobiling safer and saner. And with this course, teaching will 'start young', with 12 to 16 year olds, as well as older beginners who do not have.an automobile driver's licence." The first motorized snow vehicle area in- structors' course was held last month at Bar- rie where the OFSC graduated 20 area instruc- tors. The federation hopes to have 400 local instructors trained by the end of this year. Under the program, instructors will go back to their snowmobile areas throughout the province to train club instructors and other interested persons such as police officers and teachers. Club instructors in turn will train young people aged 12 to 16, as well as older lear- ners without a driver's licence. It is ant- icipated that 50,000 boys and girls will take advantage of these courses. Successful graduates will be issued with a certificate of proficiency which the snow veh- icle driver must take to a driver examination centre, where it will be validated as a lic- ence for a $2.00 fee. It will allow licensed holders aged 12 to 13 to operate a snowmobile on public trails; those aged 14 to 16th birthday to operate on public trails and cross a highway at a 90 de- gree angle; those 16 or over -- who have no Ontario driver's licence - to operate on pub- lic trails, cross highways at a 90 degree angle; and operate on highways where permit- ted. The snowmobile licence would expire if the holder was issued an Ontario driver's lic- ence. Mr. Snow said, "My Ministry will partici- pate in the program by providing club instruc- tors, free of charge, material for courses such as instructory' manuals, pamphlets, test Continued page 5 ....
