If such a game materializes, it would be a combined effort of the player associations in each league. Play- ers' contracts stipulate that a CFL-NFL all- star game held in Canada or the U.S. would re- quire the consent of club owners. Since both leagues feel the club owners won't go for such a game, they want to give it a crack in Mexico City, where it's cut of the owners' jurisdict- ion. The NFL had an exhibition game in Mexico City a while ago, and 85,000 fans showed up. Now they feel an all-star game involving two countries could draw as many as II5,000 fans. Sounds good!
