Related ministries are in furn group- ed into three policy fields - justice, resource devel- opment, and social development. Within the Resources Development policy field are six ministries with closely inter-related programs. Along with Natural Resources are the Ministries of Agriculture and Food, Environment, Industry and Tourism, Labour, Transportation and Communications Each Minister administers and develops policy for his ministry, and he particpates in the policy-making ing process involving the other ministries in the pol- icy field. Within the policy field, policies are co-ordinated by a Provincial Secretary = a Cabinet Minister who is free of departmental responsibilities. The Provin- cial Secretary for Resources Development is the Hon- ourable Bert Lawrence, and he is assisted by a Deputy Secretary, Dr. J.K. Reynolds. The Ministry of Natural Resources brings together all the programs relating to the development of naturai resources over which the Province has some jurisdiction. , The components of the new ministry are the form- er Departments of Lands & Forests and Mines and Northern Affairs, the Conservation Authorities Branch from the Department of Environment, and the St. Lawrence Parks Commission and Historic Parks from the former Department of Tourism and Information, along with the Mining Commissioner, the Niagara Parks Commission and the Ontario En- ergy Board. Planning and implementation of the ministry be- gan with the designation of Walter Q. Macnee, Deputy Minister of Lands and Forests, on December 10, 1971, to be Deputy Minister of Natural Resour- ces. The Honourable Leo Bernier, Minister of Mines and Northern Affairs, was named on Feburary 2, 1972, to be Minister of Natural Resources. J.L. Scott, Northern Affairs Officer.
