NOVEMBER 5, 1970 TERRACE BAY NEWS PAGE 9 PUBLIC NOTICE The following conclusions are contained in a report submitted by the Ontario Department of Highways with respect to the three pedestrian crossings on. Highway #17 within the townsite of Terrace Bay: - 1. Pedestrians, and here notably children, at least at two of the three crossings, show a complete lack of responsible traffic behaviour by utterly ignoring the most basic safety rules for crossing this or any other highway. 2. The complete disregard for traffic, displayed by the majority of children in their careless attitudes and actions observed during the study, represents a hazard and a challenge to even the most careful driver. are considered safe including the slightly higher speeds for unoccupied cross-walks, provided that pedestrian movements are made in a safety-con- scious and expedient manner. 4. Under presently existing conditions, it would seem that imposing further restrictive controls on the motorist is neither justified by the study find- ings, nor would this alleviate or eliminate the risk of vehicle-pedestrian collisions, as long as children cross the highway carelessly with no of others.
