The Examiner stated i his letter that: "the source of the problems plaguing the Schreiber swim progremme cannot be attributed to one isoleted factor, but is the result of seversl variables'. He then submitted suggestions which mey lesd to en improvement of the overall programme end higher rate of achievement in the Awards. It was stated in the letter and bears repeating that: "the Awards only serve as an incentive to achieve e goal. The objective of a Red Cross Swimming programme is to produce safe, competent swimmers," Tt was mentioned that a combination of the short duretion of the programme snd part time instruction has produced the high failure rete, It was suggested that the Schreiber Parks and Recreation Committee attempt to hire a full time in- gtructor, whose duties include not only instructing hut lif e- guarding es well, allowing students to practice under super- vision outside the regular hours of instruction, Certein improvements of the besch area were suggested involving the physical facilities such as es dock, guerd chair and merkers.
