Luxembourg Toys ith Capital Idea By SERGE NABOKOFF LUXEMBOURG (Reuters)--Lux- mbourg, already temporary head. uarters of the six-country Euro- pan coal and steel community, is ng with the even. more amb- ous dream of becoming the capi- of Europe. ¢ "We want to make our pictures- e old Luxembourg a real Europe- ty, seat of the future government the United States of Europe," ictor Bodson, public works minis- er, said, He said the government has ap- broved a plan for setting up a human plan garden city" to puse the administrative staff. of coal-and-steel pool and affili- d bodies. The staff of 220, now housed in pl rooms and. requisitioned , is expected to nearly double his year. They also will probably bring their families from France, Germany, Italy, Holland and Bel- ium to swell Luxembourg's popu- tion of 50,000. A more grandiose plan, Bodson 4d, is being prepared in the hope that when the European coal-and- 1 merger develops into a politi- pal and defence community, Lux- mbourg will be chosen as per- manent capital of the European ederation. This "long-term" plan provides the building of a "palace of ope" which would house the ', European Parliament, the Euro- pean "ministries" and other fed- eral offices. DREAM CAPITAL The site of this "dream capital" of Europe covers 200 acres on the high '"Trois Glands' plateau over- looking Luxembourg on the other side of the valley of the River Alzette. It would be linked to the city by a bridge rivalling the present "Adolf bridge," a 195-feet- high stone span that links the two halves of rocky buxembourg. The cost of the new bridge is estimated at $1,200,000. The immediate plan is for a 200- acre residential ouarter, close to the city, that will tower over a dainty old-fashioned villa, birth- place of Robert Schuman, Luxem- bourg-born French statesman after whom the coal-and-steel pool was named. Schuman was dropped from the post of foreign ' minister in the French cabinet last week when Rene Mayer took over as premier, The proposed garden city will be only about 2%. miles from Luxem- bourg airport and just over a half- mile from the centre of the town. Several other West European cities have been clamoring for the chance of serving as a "European capital," but the Luxemburgers point out that they have actually gone ahead with concrgte plans to make the statesmen welcome and comfortable. Wonder Plastic Used For All Things By FRED CHAFE Canadian Press Staff Writer A $13,000,000' plant near Edmon- pn will soon be turning out a won- der plastic which has found uses n everything from unbreakable drinking glasses to insulation for jubmarine cables. The new product, considered one the most versatile and useful : s yet produced by modern clence, is called polythene. It first proved its qualities as : tion in wartime radar equip- iment. Sir Robert Watson-Wati, British radar wizard, credited poly- thene with transforming 'the de- gn, production, and installation maintenance problems of air- [borne radar from :the almost in- poluble to .the comfortably man- e." . and NSATLANTIC CABLE Peacetime communications oper- ators have since become enthusi- astic about its commercial value. (More than 1,000 miles of polythene- insulated cable was used last sum- mer when the cable ship Monarch revamped the old submarine link between Halifax and Porthcurno, Cornwall. Officials saw increased speed ong with a sharp reduction in distortion and power loss, and are convinced polythene is in the com- munications field to stay. Canadian Industries Limited picked Edmonton for the site of Canada's first polythene, plant be- cause the area's oil fields are rich: in ethylene-producing natural gas. The plant, scheduled for produe- tion late in 1953, will turn out eight times the amount now avail- able through imports from the Uni- ted Kingdom and the United States. 1933 EXPERIMENTS Polythene dates back to 1933 and an English laboratory experiment which at first looked like a flop. Two scientists wanted to make benzaldehyde react to ethylene, a simple constituent of coal and re- finery gases. They didn't get what they wan- ted. Instead they produced poly- thene, After four miore unsuccess- ful experiments, they evolved a sure-fire manufacturing process. The product of their research was tough and flexible even at sub- zero temperatures, lighter in weight than any other known: plastic, tasteless, odorless and non-poison- ous, A polythene plant came into operation the day the Nazis in- vaded Poland and was promptly shunted over to war production. Only in 1945 did it become avail- able to peacetime industry. : FAST STEPPER SHAUNAVON, Sask.
