When Quebec women voted for the first time in the 1944 elections, the 15 constituencies of the Mont« real district had 684,904 of the 1,- 864,602 voters registered in the then 91 ridings of the province. Of those, 418,070 voted--almost one-third of the total vote of 1,345,518 recorded for the province. Proportions are expected to be about the same in the forthcoming elections. Rural representation in the assembly, however, will be in- creased by one seat with the split- ting of Charlevoix-Saguenay into two distinct constituencies, Singing the total of Quebec ridings to 92. In 1944, Montreal gave the Liber- al opposition 10 of its 37 successful candidates. The Union Nationale government elected four for a total representation of 48. The remain. ing Montreal ridingVwas won by Andre Laurendeau, former provin- cial leader of the Bloc Populaire whio has since become gn Indepen- dent. Many are invalids, hopeless shut'ins who have no other amuse- ment, They number in the thous- ands and many are members of the Canadian Correspondence Chess Association," which has its headquarters in Toronto. Playing chess by mail is the slow way but it's still the easiest meth- od when the opponents live miles apart. The fundamentals are sim- ple: player No. 1 makes a move on his chess board, jots it down on a and mails it to player No. 2. No. Tg man receives the makes hig move and mails it back to No. 1. The big hitch is the cost of post- age, and that's where the post of- fice department comes in. It costs three cents every time they mail a card and each member of the as- sotiation plays an average of 10 games a year. In each game, there are an average of 20 to 40 mpves for each player. He'd like to help the boys but thé post- card rates are governed by interna- tional postal regulations and Ca- nada, of course, has to abide by them. However, there's one thing the PMG. didn't mention. We hear that he plans to take the matter up with the Universal Postal Union, the global rate-fixing body, at its next regular meeting and see if a one-cent rate can't be set for shut- in chess players not only in Cana- da but around the world.
