It was draft- ed in a report made by Ringers at the end of an assignment to the Yangtse river commission of the Chinese ministry of water conser- vancy. The enormous area of the Yang- tse river basin, 600,000 square miles in all--its multiple branches and tributaries, the remote little-known land of its source, the breadth and importance of its riparian agricul- tural lands--all present problems unsurpassed in magnitude and com- plexity by the flood control work of any other region in the world; Ring- er declared. In his final report, he included a long-term scheme for acquiring four vital classes of data to be ascer- tained, classified and checked over a number of years: 1. Hydrology -- evaperation, con- densation, run-off, ete. 2. Meterology--weather conditions in half the earth's largest land mass. 8. Geology--rock - formation and substance throughout the vast re- gion, 4. Soil erosion. - Ringers, who has had 10 years' experience of conservation work on the dike-bordered Rhine estuary, said that UN.R.R.A, geological and erosion specialists had added not- ably to the scanty and scattered store of vital information in this field. As for hydrological and meteor- logical information, a program in- volving the building of observator- ies and stations throughout the re- gion, including Tibet, would have to be considered. Gauging stations to measure the volume of water, silt and to mark water levels and clock currents were required at key river points. But as many of the gauges were still being periected in world labor- atories, this aspect' of the work might suffer delay. Ringers, who is a civil engineer graduate of the Technical Univer- sity of Delft, said that if the data were supplied as indicated, it might make possible the erection of check Jams to stem the debris carried down from Tibet by the Yangtse's upper course. GRAHAM CP Oorrespondent Christchurch, N.Z2.-- (CP) -- A discovery which they claim will revolutionize ideas on the chem- istry of flour as applied to bak- ing, starch processing and other industries has been made by a Christchurch industrial chemist, J. W. R, Byfield and his assist- ant, J. Clarkson, in the course of research for a firm which manu- factures most of the starch used in New Zealand. Although Byfield and Clarkson have not given full details of their discovery they say it takes into account a hitherto disregard- ed constituent of flour and gives a new concept of the functions of the various constituents. They claim that it is possible in most cases to blend flours or adjust them during milling as a result of their research so that the product will be of good bak- ing quality, Many flours now graded as of low baking quality are really good quality flours in which .there is lack of the proper volumetric balance between the constituents, they say. Byfield admits that his con- clusions cannot be accepted at this stage as being full confirmed, and that lengthy trials in many parts of the world under varying conditions will be necessary to prove their validity as applying generally. "If the theory proves success- ful in its practfcal application, hundreds of million bushels of wheat throughout the world will be saved," Byfield pointed out. "The extraction of flour, which with wheat grown in some coun- tries cannot exceed about 60 or 70 per cent, can be pushed up to nearly 80 per cent and the re- sultant flours can be 'tailor made' to fit the peculiarities of the wheat used. Ina time of food shortages a practical addition of nearly 14 per cent in the world's flour supply is maturally impor. tant, "An important fact that emerges from our research is that the volumetric relationship between the three main constitu- ents of flour is a vital factor in bakinz. Even a wedkK gluten can be partly offset by the proper ap- plication of this. technique. With high-extraction flours, baking difficulty is often encountered be- cause the volumetric relation- ship between the flour constitu- ents has been disturbed. "Among the many tests which we have made to substantiate our views, the following may be taken as typical. The Wheat Research Institute provided us with two samples of flour -- one with a baking score of 23 and the other with a-score of 25. Their origin and history were quite unknown to us. After analysis we were able to make an optiram mixture of these two flours and after bak. ing this mixture the Wheat Re- search Institute gave it a baking score of 31. In other words, two poor flours were converted to a good grade by a simple admixture of one with the other in the core rect amounts." Sunday Movies Hotly Debated Southend, Essex, England--(CP) --When Southend town council re- fused by 26 votes to 23 to extend opening hours of Sunday movie theatres, Mayor S. E. Johnson re=- ferred to the petition for extension as "disgraceful." "Do you wonder the world is in the condition it is?" he asked. "I say if these hours are extended you will do definite harm to the chfl= dren of today and those still une born." He described the proposal to ine crease hours from 7 p.m. to 10 pm. to 4 p.m. to 10 pm. as a '"desecra- tion of God's holy day."
