STRAUSS HINDERED BY LACK OF FUNDS Vienna, Austria, Dec. 22--Richard Strauss, the Austrian composer and conductor, who recently stated that owing to reduced fees he would not conduct any longer in Germany, is now said to be disappointed by the Vienna State Opera, which was to produce his favorite opera, "The Woman Without a Shadow," but will probably be unable to do so because of the lack of funds. His agreement with the Opera will expire next March, and so far no steps have been taken by either side to renew it.
