Every- thing still is in the tentative stage, But discussion in the conference, sitting as a federal relations com- mittee, is turning on these subjects as coming within the domain of India's proposed new federal authority: (1) -- Shipping, navigation, navigation services, (2)--Salt. (3)--Currency and coinage. (4)--Trade, commerce and banking, (5)--Control of opium cultivation. (6)--Control of petroleum and ex- plosives, (7)--Geological survey. (8)--Invention, designs and copy- right. and (9)--Migration from and into India, and interprovincial migration. (10)--Traffic in arms and ammuni- tion. (11)--Survey meteoroligal services, census and statistics, (12)--Immovable property in the possession of thg government of In- dia, (13)--Federal public services. 'It is the policy of the con- ference, therefore, in plottifg out the new Federal authority to consider them first. Four Matters Deferred Consideration of four other sub- jects has been deferred, These are: First, defense of India and all mat- ters connected with the army and navy, including naval and military works and cartonments; second, ex- ternal affairs ,including the naturaliz- ation of aliens and pilgrimages be- yond India; third, relations with the states in India, and fourth, political charges. For the present, discussion on the above four difficult subjects has been delayed. When discussion takes place there will probably be some wide divergencies of view. Many of those supporting the creation of an all-India Federation are opposed to the idea of giving the new federal authority full power over the defense of India, at any rate for some years to come.
