Mr, Moloney sald that the Com- monwealith was prepared to assist wheat growers to control complet- oly their own business by providing the necessary legislative machinery for compulsory wheat pooling, so fur as it was within the power of the Commonwealth to do this, The proposal was not one for the Gov- ernment's control of wheat market- ing, but for the control by the wheat growers of their own busi- ness, Under the Constitution as it now stood the Commonwealth's power to legislate in this field was limited to the establishment of a board to control export and Inter-State trade, and the Commonwealth was prepared, If the industry so desir- od, to introduce the necessary leg- islation during the next session of Parliament.
