Box 25 Times, (140b) CANADA'S HARBOR PROGAM 1S NOTED United States Made Commis- sioner in Montreal Re- ports to Washington Washington, June 15.--With President Hoover and Julius Bar- nes holding almost daily confer- ences on the wheat situation, and on the heels of the cut in freight rates for export wheat at Mr. Hoover's request, there is enor- mous interest here in the expen- diture of $29,000,000 by the Cana- dian government to improve port facilities at Canadian ports, of which Montreal will receive ten millions. A report on the situation in Canada has just been received from Trade Commissioner E. G. Sabine, stationed at Montreal, and has been given out by the Depart- ment of Commerce. There is an uneasy feeling on the part of some administration officials that perhaps the Federal Government is remiss in its treat- ment of United States ports, This feeling has been accentuated by the news from Canada of what the Dominion Government is doing to aid its ports. The feeling of un- easiness 18 not new. ' It has been gradually growing during the last 10 years, as Montreal has climbed fip to the position of the second port in North America, passing Philadelphia, Boston, Baltimore. New Orleans and Galveston, not to mention the Pacific ports. Text, of Statement Following is the text of the statement issued by the Depart- ment of Commerce: "The Canadian Government has authorized expenditure of $29,- 000,000 for port development, Trade Commissioner E. G, Sabine, Montreal, reports to *the Depart- ment of Commerce, Montreal will receive $10,000,000; Vancouver $10,000,000; Halifax $5,000,000; Three Rivers $2,000,000; and Chicoutimi $2,000,000. "At the port of Montreal, three new berths will be built for un- loading grain and general car- goes; two old electrical system will be extended beyond the canal at a cost of about $1,500,000. In this connection the Harbor Com- mission reports that in 1928 it handled 160,000 revenue cars in hte main section of the port and that the Canadian National Rail- way handled 50,000 revenue cars in the section beyond the Lachine Canal. "The commission stated that it is a source of inconvenience to have one section served by the electrcial system of the Harbor Commission and the other by the Canadian National Railways. In view of htis, it is desired that the electrical service of the main sec- tion of the port be extended to the eastern section beyond the canal. The grain conveyor system is to be extended to handle the grain traffic in the port. The $5,000,- 000 sum for Halifax is to be used for the improvement of deep water terminals, repairs to piers, sheds and permanent foundation floors and a 1,000,000 bushel addition to the grain elevator." i POLICE CENTENARY: REJOICES LONDON Metropolitan Police Now the Envy of the World London, June 15.--~The Times, in an® editorial on "The Metropolitan Police" which recently celebrated the 100th' anniversary of its establishment by Sir Robert Peel, comments on the carly days of the police force and the changes that have come since then, The celebration, as is already known, was in the nature of a centenary par- ade by more than 12,000 members of the force, under Viscount Bying of Vimy, former . Governor-General of Canada, now at the head of London's famous civilian force, which was re- viewed by the Prince of Wales in Hyde Park. The Times says, in part: "That the Metropolitan Police are now the envy of the whole world, and object of deep popular pride and effection at home, hardly needs saying. For this, however, some of the credit is due to the law-abiding nature of the people among whom they work, and from whom, as picked men, they are taken. It has not been found necessary to ex- pand their number in proportion to the expansion of London, and in a population of 8,000,000 or so there are not quite 20,000 of them. If at various intervals in their history absorption of other forces, like the mounted men and the river police, and constant re- course of new scientific resources have helped them, the improved habits of the people have also been their allies, The nature of much of their work has greatly changed since 1829, The mendicants who once disfigured the streets have long since disappeared; drunkenness, one of the temptations of the Force formerly, and a public nuisance for many years afterwards, has fallen to a very iow ebb, and' statistically, if not sensationally, rob=- beries, thefts, burglaries, and house~ breakings are fewer than they used to be. Crowds still have to be handled on public and semi-public occasions, but the art of handling them has been perfected. The growth of modern traffic, how= ever has found much fresh work for the police to do; indeed most of the breaches of the law of which they have to take cognizance, now arise from this source. There have been untoward incidents and some scandals, admittedly; but the particularity with- which they have been rcruited--Peel's requirements have been supplemented by various others--has always given' the public a fundamental confidence in them.
