He suggested the creation of a court of domestic relations to set- tle non-support cages, saying that "when a man does not want to support his wife there is nothing much to be done." He was ex- plicit in his expression of the opin- fon that the law offers no cure for these cases. He commended the Jewish peo- ple for the various societies they have formed to investigate cases of this nature and settle them before they reach the courts, He deplor- ed the fact that more of these or- ganizations do not exist among oth- er se¢tions of the community. He condemrmed the law govern- ing theft of mail matter from the Post Office for which a minimum sentence of three years in the penitentiary is provided. He stamp- ed the law as being "immoral" as it takes away from a judge his discretionary powers. ; Referring to the habitual crim inal, the judge mentioned the lack of organizations to help this type who "Is more to be pitied than censored." His difficulty in finding employment after leaving jail, without any money and a tainted reputation, was described. As a possible remedy, he suggested pay: ing wages while men are detained in prison.
