"It is said," declares the consul, "that among immigrants from Fin- land are to be found many indivi- duals imbued with revolutionary ideas and that they are, in a word, Communists, It is true that those elements are in evidence. In Com- munist organizations in Canada, .the Finns constitute an important part, if not the majority, It is among the Finns themselves that there are most Communist organizations and the only daily newspaper they publish is Communistic, Canada admits immigrants without worrying about their political opin- ions, They receive Communists just as much as they receive the Conser- vative element. On their arrival, they are asked no questions, nor are they required to produce any certificate as to théir political fealty, : Those who fill important posts in the Finnish Communist organizations have lived in Canada for a long time, know the official languages and the conditions of the country and, in general, are Canadian citizens. (21¢) EARL OF EGMONT WILL TOUR WORLD Calgary, Alta., Jan. 25.--Far countries call to the mew Earl of Egmont, who until recently was' just a plain rancher in the foothills near Priddis, Alberta. Hunting in Africa, visits to Paris aud other Continental cities, the battlefield of France, and then, of possible, a journey to every country of the world, are planned by the Earl, according to plans he has un- der consideration now, and made known here Monday. country, so that they were very numerous at the beginning of the big movement of Finns to Canada some years ago. There are now very few Commun- ists in Finland, and practically none among the new arrivals, since most of them come from Ostro-Bothnia, which is poor soil for Communist doctrines. It is a fact that many of them who were not Communists, enter those or- ganizations here. The reason is that the Communists are very well organ- ized and conduct efficient propagan- da. Conditions under which the im- migrants live here do more than all the rest to swell the ranks of the Communists. The institutions of the country worry about them practic- ally not at all. They are absolutely isolated, abandoned to their own re- sources in a country whose language and customs are both strange to them. They are often cheated in their work and receive at times only a portion of the wages supposedly due to them. Conditions of life in the camps are sometimes miserable, and when they fall sick there is no- body to take care of them. It is almost impossible to be admitted to a hospital without money. The Finn, of suspicious nature, is not long in believing that he has been deprived of his rights without motive in a place where he under- stands neither tongue nor conditions. All that feeds bitterness against so- ciety, and explains why Ce ist organizations include so many Finns. But it is a fact that those organi- zations are not so strong as might be believed by an occasional obsérver.
