"A Family Tradition for 125 Years" Re a TT EI PORT PERRY STAR - Tuesday, September 24, 1991 - 3 Price for transfer station jumps 500% Temporary dump pegged at $49.5 million By Scott Anderson The price tag for the tempo- rary transfer station for Dur- ham's garbage has jumped 500 per cent. John Aker, chairman of the Waste Reduction Committee, said the estimated cost to build the transfer site at Brock West is now $49.6 million. This is a jump of almost 500 per centin a month from the originally quot- ed fee of $10-$12 million. Mr. Aker says this "news is not good," and estimated that the cost passed on to each household in the region will be approximately $260. e're just shocked by the cost and the impact," he said. Durham has been ordered by Ontario Environment Minister Ruth Grier to build a tempo- rary transfer station for its gar- bage until a long-term site is builtin 1996. When the original order came down from the minister last month, regional councillors where asking where the $10 million was to come from. Now that the figure is five times that amount, it has them wondering even more. It also had many of them call- ing for "a time out" from the minister in order to contem- plate the full impact of the pro- ject and decide on a strategy. "Time is a premium," said Ajax mayor Jim Witty. "We're asking for a time out, but we're getting more and more behind the eight ball." Regional Chairman Gary Herrema said it was "dumb" to ask the taxpayers to pay for a site that will only be used for five years, with no possible use after 1996. He said the region will definitely present alterna- tives to the minister. Chairman Herrema said the price has risen as a result of a number of factors. With the time frame for the facility so short they will be re- quired to begin construction al- most immediately and work through the winter, necessitat- ing heating the soil. Chairman Herrema says this will increase the cost by $5 million. Also, this transfer site will have to be housed in a building with a roof. He added that an additional 20 per cent is tacked on as the region will not have time to tender the project. A report prepared by Proctor & Redfern Limited says the Man from Port Perry killed in hit & run A 29-year-old Port Perry man was killed in a hit and run accident Monday morn- ing. The accident, which oc- curred at about 2 a.m. on Simcoe Street North, near Concession 4 of Scugog Township, killed Ian Robert Simpson. Durham Regional Police rerouted traffic to Old Sim- coe Street for more about 14 hours on Monday so they could do a complete investi- gation of the area. Police are continuing their investigation. cost of the actual construction of the transfer station, includ- ing administration and mainte- nance buildings is $22 million. The scalehouse equipment, small vehicle container trans- fer depot, waste exchange de- pot, site services, a hazardous waste depot pushes the tab to $27 million. Although the initial cost of building concerns council, what is troubling them even more is the life of the facility. It has been determined by the Envi- ronment Minister that this fa- cility will only be used for five years until a permanent site is determined. This short-term use of the taxpayers' dollars has many of the councillors reeling. "We cannot accept in the Waste Management Commit- tee spending millions of dollars on a five-year project and a site design on anything without it being a multi-use facility," said Scugog Regional Councillor Yvonne Christie. "It's expen- sive and a dreadful waste of money." Councillor Christie believes that the cost is still too low and Come home to small town Ontario at its best. She says the tipping fees which they will be charged after transfering the waste to the Keele Valley facility is low and will rise. Although she does not sup- port the spending of such amounts of money, Councillor Christie says if they must build the facility, it should be deter- mined for long-term uses such as source separation. th SALE L IE...
