The guideline is the amount by which a landlord can increase a unit's rent once each year without Ministry of Housing approval. The guideline is calculated an- nually using a formula that takes into account the change in the cost of operating a rental building. Major factors contributing to the 1992 increase are the federal Goods and Services Tax, higher oil costs related to the Gulf War and the trend of municipal pro- perty taxes to increase by more than the inflation rate.
