Lishman opened the meet- ing by stating the dump sites "have been foisted off on us. They are a 1950's answer to the problems. We want a 1990's answer," he said. He went on to label the con- sultants study that pin-points the five potential sites as a "$500,000 dart game." One of the sites is located due south of Blackstock, a tract of some 700 acres bounded on the north by Concession 3, the south by the Shirley Road and the east by Old Scugog Road. The other site, about the same size, located on the south side of Highway 7A, east of Nes- tleton between Wilson Ave., and Mahood Road. Although MacLarens has identified these as potential sites for a 400 acre Regional landfill, there has been no engi- neering or environmental test- ing yet to determine if they are suitable as dumps. And property owners at both sites are not giving permis- Sion for any testing to get start- e fight will get costly if the com- mittee hires top environmental and constitutional lawyers to argue at hearings and in front of the courts. Ness is originally from the Stouffville area and was active- by involved in the fight to stop the Pickering airport in the 1970's. Guest speaker for the meet- ing was Bill Parish, chairman of PACT (Pickering Ajax Citizens Together for the Environment) PACT is the group formed in 1987 to fight the Durham/ Metro "interim" dump proposed near the tiny hamlet of White- vale in rural Pickering. He told the meeting that PACT members have found dealing with Durham and Me- tro councils "hasbeen a totally frustrating experience." Last month, PACT filed court papers to fight the White- vale dump on the grounds that the process via the Environ- mental Protection Act is un- constitutional as it denies citi- zens the right tobe heard. PACT has hired lawyer Morris Manning to argue the case, and Peter Pickfield, an ex- pertinenvironmental law. Parish said that PACT has raised some $100,000 and virtu- Residents to fight dumps essary, and if "we can come up with the money." Parish said the fight against garbage dumps in- volves all citizens of Durham Region "to work together to en- sure that if a dump is needed, it must be on the best possible site environmentally." And he urged those at the meeting to step up the heat on the political level to get changes that will reduce the amount of garbage, especially in Metro To- ronto. © Although Durham has stat- ed the new dump will be for Durham garbage only, Parish said he fears that Metro Toron- to trash could end up there. He said the Whitevale dump proposal "has been like a gun to our heads for the last three years." And that same fear was ex- pressed later in the meeting by Claremont lawyer Doug Turn- er. He urged a fight on political grounds. "Call the politicians, get mad at them. The game is politics, politics, politics, not lawyers and planners," he said.
