Recently an engineering firm hired by the region, unveiled five potential landfill sites in Durham region. Two of those sites are located in Ward 4 of Township. r a full environment as- sessment, one of the five sites may be selected as a long-term (20-year) landfill site for Dur- ham-only garbage. But at information meetings set up by MacLaren Engineers in communities neighboring the candidate sites, residents expressed concern that the cho- sen site would be shared with Metro, or Metro would expro- priate one of the remaining can- didate sites for their garbage. "First, there is a belief that, faced with a garbage crisis in Metro, you would use your pow- er under Section 29 of the Envi- ronmental Protection Act to re- quire us to accept waste from Metro," the letter to Ruth Gri- er, Minister of the Environ- ment, states. "Your assurance that no such drastic requirement would be imposed on Durham Region would greatly assist us." The letter continues, stating Durham's second concern that Metro would use its "unique" wers to expropriate the pre- erred site. "While we do not believe that Metro would take such a step, your assurance that the Provin- cial Government would not per- mit such a step would be of great assistance tous." Mayor Howard Hall told council he attended all four information meetings and the fear of Metro garbage was a concern at each. "This letter will clarify itis a Durham-only site," he told council. But Oshawa councillor Brian Nicholson questioned the in- tent of the letter. Waste management chair- man John Aker said assuranc- es from the minister would close Durham's borders to mu- nicipalities that "are not active- ly pursuing (their own) solution and are expecting help from the province at the 11th hour." "But the province is going to send garbage where it's envi- ronmentally safe to send gar- bage," Councillor Nicholson said. jax councillor Pat Clark said the whole issue is "not pleasant." "It's pitting (Durham) munic- ipality against (Durham) mu- nicipality" and the proximity of Metro to Durham does not help the situation, she said. But she called the letter to the minister of the environ- ment a "pro-active initiative" by the region. "I think we have a right to be doing this right now." itby councillor Marcel Brunelle said a residual landfill site is only one part of a large waste management program, which also includes recycling, composting, and hazardous waste pick-up among other in- tiatives. : "All of these Shing will be part of our solution," Councillor Brunelle said. "The amount of waste going in the landfill will Turn to Page 19 (Wher valid on teaditonal pizza only at parhopating Fi yprres Oct 14 1990 Offer woot wal valid nn Dion ny fer 8 ombinat wall Large 15" round pizza with "your choice of three toppings "Lal ® .
