Council passes by-law for senior citizen apartments After months of delays and set-backs, Township council has given approval to a by-law for a senior citizens apartment building on land to the rear of the Immaculate Conception Church in Port Perry. The by-law approving the 38 unit building was approved Monday afternoon following a lengthy discussion between council, residents of Ash Street and representatives of the Catholic Diocese of Toronto, which is constructing the build- ing. Over the last several months, residents who live on the east side of Ash Street have expressed serious concerns about certain aspects of the pro- Ject. Reg Philip, an Ash Street resident and spokesman for sev- eral others on the street, told council Monday that an agree- ment between the Diocese and the ratepayers has cleared up many of those concerns. However, once the by-law had been circulated, there is an appeal period in which any citi- zen can request that it be sent to the Ontario Municipal Board for a final ruling. Rae Marcus, a lawyer act- ing for the Diocese and David Finnigan, project manager for the Diocese, both urged council to pass the by-law on Monday. And they both gave verbal assurances that the concerns of the Ash Street residents would be fully addressed. Ms. Marcus and Mr. Finni- gan said the project has been approved for funding from the provincial government, but there is a deadline of March of next year to get it off the ground. Several times during Mon- day's .discussions Ms. Marcus said "we (the Diocese) are pre- pared to co-operate with the Ash Street residents." Plans for the building call for it to be located on what is now an un-opened portion of Ce- dar Street at the rear of the Im- maculate Conception Church property on Highway 7A. Access to the building would be via Cedar Street. One area of concern for some councillors has been park- ing. Architect John Fruggia said Monday that the church and school now have 99 parking spaces. Once the project is complet- ed, there will still be 99 spaces for the church and school, plus a further 16 for the seniors build- ing, he stated. The by-law Monday was supported by councillors Al Go- reski, Glenn Malcolm, Neil Hunter and Don Cochrane. Councillors Marilyn Pearce and Yvonne Christie voted againstit.
