Amendments to Ontario's Plan- ning Act will be introduced this fall to prevent unapproved lot subdivision through a person's last will and testament. The government intends to stop this abuse immediately. Once legisla- tion is passed, it was retroactive to July 26, 1990. "Clearly, this is a step we did not wish'to take because the sanc- tity of wills is traditional," John Sweeney, Ontario Minister of Municipal Affairs said. "However, abuses of the plan- ning and approvals process have made it imperative that we in- troduce this amendment," he added. Under current legislation, in- dividuals can divide portions of their land into lots and leave them vi kL 3 Janet Kathryn Lamb, daughter of Bill and Margaret Ann Lamb of Manchester, graduated from the University of Western Ontario June 9, 1990, with a Bachelor of Educa- tion specializing in Instrumental Music and Math. However, in recent years, plan- ning and zoning approvals have been bypassed by some investors who have paid elderly or dying people to re-write their wills sub- dividing the land into many lots and bequeathing them to the investors. This land may be inappropriate for residential purposes yet pressure to develop these lots may result. Abuses have been particularly evident in the Niagara region where there are important areas of specialty farmland. Under the proposed 'amend- ment, landowners will be allowed to bequeath lots to their children or other beneficiaries only if the Scugog Memorial Library receives $500 grant operation among natons. Chief librarain Suzanne White was delighted to learn that Scugog would be getting the $500, saying the Library had applied for the grant early this spring. The Ottawa-based Insti- tute for Peace and Security was formed in 1984, and is devoted to conducting research, holding conferences and seminars. The Institute maintains a database on peace and security issues and puts out a variety of publications each year. Change in planning act to prohibit severances in wills lots were created with local municipal approval. If an existing will calls for pro- perty to be subdivided, the beneficiaries will jointly own the land until it is either sold as one parcel and the profits divided, or the necessary subdivision ap- provals are obtained.
