Durham Region councillors recently backed a model bylaw for the homes and are now hop- ing each municipality will adopt it. At present there are no guidelines that boarding house owners must follow to ensure an adequate standard of living for its residents. "There are many, many re- sponsible home administra- tors," Diane Hamre, chairman of the health and social services committee said Wednesday. "We are concerned about the ones who are not meeting mini- mum standards and who con- tinue to operate in a less than responsible manner." Many residents that live in boarding houses are ex- psyciatric or detoxification pa- tients that "need assistance to deal with daily living," Chair- man Hamre stated. During a 15-minute presen- tation, regional supervisor of nursing Jean Nesbitt told coun- cil and members of the media of one situation where a boarder who could not read or write was dispensing medication on weekends. In another situation, a board- ing home didn't have enough food in the house for one meal to feed its eight residents. "If these homes are not regu- lated, who knows what's going on?" she questioned. Mrs. Nesbitt said that not all boarding houses fail to provide adequate services for their resi- dents, but the good homes get black marks when ever some- thing goes bad elsewhere. In homes where the the stan- dards are less than desireable, the regulatory bylaw would give residents a greater in- crease in their quality of life, said Chairman Hamre. The bylaw is flexible to meet the needs of individual munici- palities, she said. The bylaw encompasses everything from the number of residents (maximum of eight), bedroom size, number of wash- rooms with bathing facilities, inside and outdoor common ar- eas, and dispensing medica- tion. The boarding house bylaw, which took over one year to draft, will allow municipalities licence the homes or operate them without a licence if the standards are being upheld. Health, fire, police and bylaw enforcement officers will be al- lowed to inspect the homes and order changes.
