IY 14 -- PORT PERRY STAR REAL ESTATE -- Tuesday, June 5, 1990 ' Ontario moves ahead with insurance plan The new Ontario automobile in- surance system will take effect June 22, 1990, Financial Institu- tions Minister Murray Elston has announced. The Ontario legislature has given Third Reading to Bill 68, and the Act has received Royal Assent. The reforms contained in the legislation are a key component of a co-ordinated government pro- gram - the Ontario Motorist Pro- tection Plan announced last 'September - designed to keep in- surance rates in the province as low as possible. "Product reform is a very im- portant initiative, and the six million motorists in Ontario will benefit significantly as a result," Mr. Elston said. 'But the new in- surance system is only one of many measures being adopted to reduce the costs and risks of driving." The new legislation will provide enhanced accident benefits to all injured victims, and it will ensure that benefits are paid promptly. This is a dramatic improvement over the current tort-based system in which victims often have to wait years for compensation. By restricting the amount of - litigation in the system, the new plan will result in savings which can be passed on to consumers in the form of higher benefits and more moderate rates. Those ~ seriously injured in accidents will retain the right to sue. During the first year of opera- tion, premiums will rise only 8 per cent on average for drivers in ur- ban centres, while rates for rural motorists will not increase at all on average under the new plan. Without these reforms, it had been estimated that rates would have increased 30-35 per cent. A new Ontario Insurance Com- mission will be established to act as a "watchdog" agency in pro- tecting the interests of con- sumers, regulating rates, and en- suring that benefits are paid quickly. "I want to emphasize that bad drivers will be penalized more than ever under this new automobile insurance system," Mr. Elston said. Fault will continue to be used for rating purposes, and therefore, bad driving will result in higher premiums and good driving will be reflected in prefer- red rates. Motorists convicted of drunk driving or other criminal offences will not be eligible for income-replacement benefits. Other highway safety and con- sumer protection measures, an- nounced as part of the Ontario Motorist Protection Plan, include: -- increased fines for speeding and other traffic offences -- enhanced police enforcement on highways -- public education campaigns to promote seat belts and the daytime use of headlights -- driver safety promotion in the workplace -- new traffic management systems and equipment -- new disclosure and notification requirements for brokers and in- surance companies -- insurance company programs to deter fraudulent claims "This new legislation will en- sure sia) Beoitiim | increases are held to very moderate levels this year, and the many initiatives designed to reduce accidents and make our roads safer will help stabilize rates for years to come," Mr. Elston said. ev "This photo taken in 1900 shows the students at the Head Church School on Scugog Is- land.
